and, you know, we've been going back and forth our cities as it relates to getting our people vaccinated. and so every day, we're like neck and neck. so i just appreciate the work and that of the conference. so, oh, man, this package is vitally important to the city of new orleans and the city, you know, we were disproportionately impacted by this virus as you heard from london as well. we lost over 172000 residents. and coming and dealing with the state of louisiana, the city of new orleans had over $200 million in expenses incurred fighting back this pandemic. with all of that being approved by the state of louisiana only for the city to get $50 million. so fighting for direct allocation was something that was so important for this city so that we can really not only deal with the deficits that have incurred, but also keep our people employed. we are a destination city just like you heard from san francisco. the culture fairs in this city are not only the backbone of the city but the state of louisiana. so when you think about those unemployed, we were leading the state in that. but th

i'm joined by a number of our city department heads including our city administrator car men chiu and our librarian michael lambert. and, let me tell you, michael has not only been running this library, he and so many of our librarians and the people who work for the library here in san francisco, they more than almost any other department have been working as disaster service workers to help address this pandemic. they've been down at covid command at mascone center showing up every day doing whatever it takes. organization. going out to our hotels where we are helping to support our homeless residents. going out to the community hubs to help support our kids. preparing virtual lesson plans and reading time. i did a reading time for kids during this pandemic as well virtually, of course. doing so many incredible things to help get our city going during a very challenging time. i know many of us, we wish we didn't have to go through this this past year, but what we should look at is the sacrifices we made and where we are now today. san francisco has vaccinated about 60% of the reside

that we began with our city, our home last year. you can see that this is in direct alignment with the our city, our home housing goal. you can see here the populations of adults, t.a.y., and families that are projected to be housed with each of these new investments, and the number of housing units or placements that we think we can achieve in each of these areas. so you see new flex pool, new acquisition, supporting newly created t.s.h., new workforce, and rapid rehousing expansion for youth. i'm sure there'll be lots of questions, and gigi and i can field those at the end, and i'll just keep moving through to slide 14. prevention -- really talks a lot about prevention in her report, and this is an area that the city is really excited about. i think prevention offers us an incredible opportunity both in terms of thinking about as we're coming out of this pandemic and eviction moratoriums are lifted, expecting to see an increased demand for homeless prevention services and utilizing prevention as a way to address the racial inequit

we're still mourning so many people in our state, our city, our community, our country. we're mourning so many people. we shouldn't have to do that anymore. so we stand here today with a few truths that are all true at the same time. we don't have to choose. it's true that george floyd should still with alive. it's true that there's just no justification for us losing dante wright yesterday. it's true that those responsible for these deaths must be held accountable for their deaths. it's true that you cannot honor the memory of george floyd, you cannot honor the memory of dante wright by wreaking havoc in the communities and the neighborhoods that they called home. we are tasked -- i'm not just talking about the governor and i. i'm not just taking about mayor frey and i and the law enforcement leaders that are here. we're tasked, our community members, our police officers, our business community, our advocates, our students, youth, all of us together are tasked with navigating those truths at the same time. all of us together are tasked with ensuring that our communities

these acts have no place in our cities or our nation. the united states conference of mayors have always urged mayor to speak out on hate crimes whenever they occur and we have urged our police departments to report all hate crimes to the fbi. hate crimes against asian people is nothing new. we had a four miss -- we had a famous mayor who interned thousands at the direction of president roosevelt, incarcerations for over 120,000 people. we have had a past president who has referred to the virus as the kung flu, which is not helped either. i have had discussions and conversations over the last few months because of the increase we have seen with asian hate crimes in be have discussed the need to bring this together and we have had a great leader inside our organization from day one who created a compassionate center for cities, that is mayor greg fischer. i would like to turn this over to mayor greg fischer for a mark sandy thank all of you who have been here with us today, recognizing that we are going to do everything began to support t

there, you have been talking about to jurisdictions around the country, how does our action percentage compare to other cities? is that sort of normal, is ours higher or lower. obviously a lot of factors weigh into that to the extent of complaints and problems within the city government that people are complaining about. it seemed pretty consistent, the 36%. i don't know if that's good or bad. i just don't know. >> i don't have a quick and ready answer for you unfortunately. but that is something i would be happy to look into and coordinate a response back to you through chair mchugh. with these whistleblower programs up and down the state and through the country, there's not a standard for numbers that get reported out. i would have to see who else is doing similar type of reporting and collect the information and figure out how we measure up against it. because i don't have the answer now, let me get back to you if i could please. >> that's nice. i'm not sure you have to do that work. overtime in the city, it has been so consistent but it seems you are constantly improving the whistleblower program and your

i think the stats are close to 60% drops in revenues in small businesses in our city. so when i was contacted by sharky and ben bleiman and others about this idea, it's brilliant, but i know it's going to take a commitment, and i will tell you, as i was running out of the house to join this, i asked my wife, i said hey, babe, i'm going to take this challenge. can you join me, and it literally delayed me five minutes because she said, dave, we often buy at big box stores. how are we going to do this challenge? i promised i am going to be buying all the groceries, but we have to do that because our small businesses are the heart of our economy, are the heart of our character and the heart of our city. i want to say, i just want to thank all the small business leaders. years ago, my very first position -- my first public position in this city, i was a small business commissioner. and 14, 15, 16 years ago, we did not have the energy, the vision, the creativity of the leadership that we're seeing right at this moment, and we need that leadership more than ever, so just want

fear and hate is not what our city is about. e have to work collaboratively to change what's happening and the anxiety associated with the fear of crime. we're going to talk about how we are doing our part to do that. as i said, acting deputy chief will speak more to that. in october of last year, where the mayor was urging, the board urging, we knew we had to do more. we created a community liaison unit also known as c.l.u. to support victims of these types of. incidents and crimes. unfortunately, they were put to tack right away. we had the homicide that happened months ago. that community stepped up to support his family during this crises situation. that's what they put together for. since then, they have supported our investigators and our team and the families that have been victims to these types of crimes and other types of serious crimes. they've done a really good job. we like to expand the footprint of the c.l.u. it really speaks to the other part that i talked about reducing the anxiety, helping people navigate when t

fear and hate is not what our city is about. e have to work collaboratively to change what's happening and the anxiety associated with the fear of crime. we're going to talk about how we are doing our part to do that. as i said, acting deputy chief will speak more to that. in october of last year, where the mayor was urging, the board urging, we knew we had to do more. we created a community liaison unit also known as c.l.u. to support victims of these types of. incidents and crimes. unfortunately, they were put to tack right away. we had the homicide that happened months ago. that community stepped up to support his family during this crises situation. that's what they put together for. since then, they have supported our investigators and our team and the families that have been victims to these types of crimes and other types of serious crimes. they've done a really good job. we like to expand the footprint of the c.l.u. it really speaks to the other part that i talked about reducing the anxiety, helping people navigate when t

richard and ron, like so me city employees, have made great contributions without a lot of fanfare. this is also true of our department of human resources. the employees have contributed greatly to the city's response to the pandemic. and along with all the other work in promoting excellence in city employment, i look forward to working side-by-side as meet the challenges that face us in the future. thank you very much, mayor. let's get to work.
