with the secretary of commerce, gina raimondo. she is clearly one of the most talented people in her generation. harvard graduate, rhodes scholar, yale law school graduates, two-term governor of rhode island, and president biden asked her to serve as secretary of commerce and she is one of the point people helping to get through his infrastructure legislation. many presidents have proposed infrastructure proposals and bills, but very few have gotten them through, so why do you think that president biden's bills will get through? sec. raimondo: i think we will. i have had numerous conversations on capitol hill and there is bipartisan support for the bill, maybe not all of the bill in all aspects, but i think there is a growing recognition that we have kicked the can long enough, and there is a backlog of infrastructure in every state in america. and i think this will be the moment. and the president is determined. so that helps. david: the president has two types of infrastructure. traditionally it's bridges, airports, toll roads,

so, first let me say i think this is an exciting area of commerce, the space commerce. i predict the next five to ten years we will see a lot more activity. and as a result we have to, i think we need a real whole of government approach to come up with our strategy around regulations in space commerce. i think there will be a lot more commercial opportunity in space commerce, and it will be important for us to encourage that innovation, but also regulate. and by the way, everybody has to play by the same rules. i am not sure exactly what that article was, but, you know, i have seen articles about certain entrepreneurs who think they don't have to follow the rules. i think we have to be very clear that they do. so this, my incoming deputy, dawn graves, plans to really lead around space commerce. i have a background as an innovation investor. i would be happy to visit with you on this because i think working with the fcc, defense, transportation, commerce has an important role to play and is regulation, but it's also, you know, innovation because i think there will be a l

the e-commerce section, just as an example, really, really grew last year, more than 50% for us over 2019. in april of this year, against last year's april, which was the first big pandemic month, we are up over 25%. some of that came at the expense of traditional channels like food the restaurants and things of that nature but we are beginning to see strength in all of our segments, even the ones that were hurt last year when businesses were closed without any real letup in e-commerce. >> what's pricing look in are you having trouble with supply or worker short ans. >> on the pricing side, wood fiber and recovered fiber, there has been upward movement in that energy and some of the chemicals that we use, petroleum derivatives for adhesives and things of that nature have gone up labor is difficult we have the ability to add shifts not all of our plants run 24/7 in the box business. hiring people has been a challenge. getting them trained and getting them to stay so we have been making up some of the capacity shortages with asking our employees to work some extra overtime. we have bee

through the commerce clause, this is interesting, as we know the commerce clause regulates commuters between states. and the court is often said that a state cannot pass a law with which -- interferes with interstate commerce simply for the benefit of the state to use. a simple example, indiana cannot pass a law which says if you drive a trip through indiana, you have to get indiana plates when you drive through indiana. or you have to get it indiana drivers license. that would interfere with interstate commerce. that is the kind of modern and simple example. in louisiana, the louisiana legislature passes a law that says that steamboat and stagecoaches cannot have segregated seating. paul, who is the ship captain, he segregates madam to cure who is an african american woman of both french and african ancestry. and does not let her sit where she had been sitting, where she had paid for her seat. the supreme court says that the louisiana law is unconstitutional because it will interfere with interstate commerce. what it means is, when the ship comes into louisiana from tennessee, were

we don't just do e-commerce, we do offline commerce. if a brand wants to sell to modern consumers, they have to sell absolutely everywhere e-commerce still has massive runway remember, we're still sub 30% in north america. it is higher in the uk and higher in china. but e-commerce as a total of sales is really low. if you look at australia or new zealand. it's not a proxy for the rest of the world but does provide some insight because they're on the other side of the pandemic we have not seen any slowdown on shopify from consumers buying from our merchants in fact online remains at elevated levels in those places. >> what about new business launches, harvey do you think that has been driven -- pickup has been driven by the pandemic and could that even if it keeps going could plateau as we get back to normal. >> in 2020 the united states had a record amount of business registrations. we had a record number of new entrepreneurs enter the retail space more than ever before. certainly the pandemic did accelerate that. it acts as a catalyst

the first is e-commerce. look at demand, is all about amazon, and those retailers that are left, embracing an omni-channel platform where they understand the need an e-commerce platform alongside a physical storefront. the other area will come rolling back is service retail. we are all going back to the gym, restaurants, and the movie theaters. one of the ways to play that is a company called epr properties. on the other side you have malls and office buildings. we are going to be using those a lot less because a lot of the activities we used to do there are being supplanted by technology that we have learned to use really deeply in our lives during the pandemic. shery: are we still going to want to move to the root -- to the suburbs? are these trends going to continue? scott: i think they are. they were already happening free covid. millennials are aging out of the cities. during the pandemic we saw people pulling forward that demand. think of a couple in new york city who just had a kid and they were going

so i played football in the days when we played both ways at commerce high school. we actually left madison county schools and went to commerce my brother and had played football. and i played both ways. i played quarterback on offense and what today would be called cornerback on defense and it was a small school. so i played basketball and i ran track and i played centerfield and baseball so, you know, my world was occupied with sports, which i loved because i love to be outdoors. i like things physical. but at age 11 i learned to drive a car. and at 12 i was driving trucks in the field as well as mules and so i'm adventurous and i started to talk about my mother while ago because my mother was was a very confident person and a very outgoing person, but she had fears about things on farms and people get injured and so she was always over concerned about us. and so that caused me to be cautious which turned out to be good once i learned to be not overly cautious because to be a good fighter palette. you have to be very confident and very adventurous and risk-taking,

on a farm between athens and commerce, georgia. this was kind of growing up in the 50s. i was born in 1943. so growing up in the 50s on the farm. my grandfather been a farmer he would we lived with him or he lived with us. we moved in my grandmother died and kind of took care of my grandfather and he was kind of winding down on his farming days, but we still had mules he had a paramules when mules when i was real young. eventually, we sold off he sold off the paramils and we had one mule that we used for gardening and we had a full acre of garden. so there was always a lot of work to do there and then we did some farming ourselves. so we grew corn and some hay and some wheat and some oats from time to time and as a 12 and 13 year old boy, i was plowing that mule and the garden and in the cornfields and so on so i have before i surely before i flew supersonic jets. i was on the south end of a northbound mule. so it was a unique experience you think about plowing mules and people have been doing plowing oxen for thousands of years and there i was in doing that and then fly

so as you are chair of the urban chamber of commerce mr. newsome, how are minority-owned businesses working to ensure that workers of color and the hospitality and tourism industry have not left behind and you talked about it a little bit, specific things we may do and some of this community to be sure that we keep our small business is growing every which way we can? >> i give very much for that, senator rosen. as you note 2008 i eight i was grossly impacted by losing 60% of my business which we spent a lot of time working with construction firms and working with and hospitality industry. one of things that's really important is to keep investing, keep investing in the workforce, keep investing in tourism. really investing in the jobs act because building the infrastructure is really what help navigating make a turn for the better when it came to small and minority firms and when it came to rebuilding our economy. because as you know we passed a fuel tax. we built a stadium. we build a new convention center. those things brought back jobs.
