. >> one final point in your testimony you discussed the challenges that ports have due to cvp screening requirements and resources. they're clearly department of homeland security eve this a tough job they have to do two important things one they have to keep us safe and second move tradeaf efficiently as possible across the border. but sometimes smaller ports smaller facilities have challenges getting the security personnel cv personnel necessary to facilitate that trade. and in your mind how can we balance security concern and port operations to move freight morere efficiently what should e be thinking about doing? >> what i mention in opening remarks was some type of funding mesmgg for cvp to create the kid unof infrastructure they need at ports to best do their job. in the absence of that, the trend that we've seen and has become a growing concern for our members is a shifting for facility upgrades and officer shortfalls away from cvp on to shoulder of the ports. this has gotten very problematic in that at teams it comeses with concerns over if the ports don't pony up, that the spee

>> i have to get with cvp on what the protocols are. i'm not as familiar with that. >> sorry, my question is at the airports. forget about the land ports. i was just giving you a layout of the situation but at the airports don't you just allow mexicans to come in for the negative covid test? >> we had tsa wouldn't be doing those checks when they arrive from mexico but i have to go back and see what some of the protocols are. i will commit to getting back something specific on the record after a consult with cvp. >> the other question that i have is in the past as you do the automation there is a lot of equipment you upgrade and in the past some of that equipment we suggested to your past tsa administrators, can you use them without surplus and provide them surplus equipment under the law to may be local jails, local facilities, other countries that might not have the equipment? the problem is the long maintenance contract but a lot of the surplus was not able to be used because the maintenance contracts so therefore your agency in the p

thousands of ms-13 members from this country through partnerships with local law enforcement i.c.e., cvpl law enforcement in general including fbi and we indicted many mississippi sp members what did we find? a very large percentage of those ms-13 members entered the country as unaccompany minors during the obama administration. so if you have a policy that says 17 or under get resettled you don't think criminal organizations will take advantage of that? that they're not going to smuggle criminal gang members and ms-13 gang members resettled at taxpayer expense in long island? and in cities all across the country -- you know again this is another area where our lawsuit is so important because if you end catch and release, then you end the ability of those gang members to get automatic entry into the country. and you can read more about that at af legal.org, af legal.org, and you can learn more about that lawsuit. i'll says one other thing that got away is a huge problem. when you redirect border patrol, just to focus on the humanitarian mission, because you're inviting in massive numbers

even alluded to a surge when this title 42 disappears and i'm wondering, along with the surge for the cvp there's also a surge for ice. and i'm wondering, you know, are you planning ahead for these kinds of things and you know what is going to happen and what kind of strategic thought is going into that? >> we are most certainly planning for it and as a matter of fact, when my testimony concludes this afternoon, i have a meeting on this very subject with u.s. customs and border protection. with immigration and customs enforcement. with u.s. citizenship and immigration services, it is our responsibility to plan ahead and that's what we do every single year that i've been to serve in the department. >> i'm not sure we were quite planned ahead for the number of children that came over when we saw those lengthy stays and more max facilities maxed out beyond what their capacity was. i'll let that one go. one last question in this, do you have knowledge of tent cities set up on the northern border of mexico and i'm assuming set up-- i'm assuming set up for the adults for title 42 to go home. an
