what that says is we are well on our way to recovering in the city. we are well on our way to re-opening and gradually taking those steps. most importantly, as great as we have done here in san francisco, 64% of san franciscans have received at least their first vaccine dose and about 85% of those over the age of 65, we're seeing our reproductive rates decline. we are feeling good. we are feeling excited and happy and anxious to get back to our lives; but at the end of the day, you all know we're still in the midst of a pandemic. so as comfortable as we may be with our progress, let's make sure we continue to wear our mask and follow our health directive so that we can finally get to a place where we can watch a game without our mask on. and, the reason why we are here is not just because the warriors are playing tomorrow with fans for the first time in almost a year, just think about it. last year, at this time, the city was closed. and, now, look at where we are. last year this time, we had a different president who pulled us out of the paris agreeme

i want to, first off, thank our mayor for the work she's done to have our city recover as it has for all of us, but especially for our arts community very early on in the process of dealing with the issue of covid here in the city, the mayor stepped up and protected the funding for our arts organizations and our artists citywide so that after school programs and education pods and the creative corps which actually brought artists in to deliver food, vaccines, testing, all of the things associated with recovery, and the mayor actually stepped forward and made that happen. the arts contribute over $1.7 million a year into our economy every year. san francisco is an arts city. it's also important to know that for every dollar invested in the arts with grant programs, etc., you get a 17-fold return, so it's smart, efficient, and it also, as the mayor pointed out, it's where the spirit of our city comes from. every community of our community -- you see the paint the void has managed the mural projects on all of the shuttered -- the businesses that put wood on the front of their businesses.

and the fact that we have it now is such a positive result for our city. and our restaurants and everyone that's worked so hard on this. our restaurant association represents hundreds of restaurants and cafes. and our members' survive is key to san francisco's recovery. i just want to point out that shared spaces has been critical for re-hiring employees. and if you look at it for about every 20 seats that you see in a parklet or on the sidewalk, that equates to at least hires one or two more employees and getting them back working with benefits. so i strongly feel that we cannot delay on this. and that we need clarity on how this will be extended and when it will be extended. and putting it off now i fear will only discriminate against restaurants, who can't afford to take advantage of the program. we've had sidewalk and table permits for years. we know we can adhere to a.d.a. and we know we can work with restaurants in our communities to make this work. making shared spaces permanent will also help us bring back the tourists and their spending money that

another part is the public health clinic and our partnerships across the city. close collaboration from the outset enabled us to scale up programs and services quicker as we wrapped our arms around the city. and we have seen this virus take hold in communities where people have to leave their homes for work, increasing their exposure to covid-19 and who often live in larger households making it difficult to isolate from the pandemic. the d.p.h. and covid command, in partnership with our community partners, prioritized vulnerable populations in our emergency actions and response. we have come so far, but we still have farther to go, and we can go together. to my colleagues at public health and covid command, this year was so difficult for you where you found yourself in learning curves where the stakes were so high. your compassion and diligent work for communities have raised the bar for supporting these communities in overcoming barriers to better health and economic outcomes. and, you know, the other day, i saw a patient in clinic at our positive health program

citizens are safe and that our city is taken care of by our city officials and, of course, our cityagement and the chief of police. the county does have the right to come in and serve warrants into the city. but there have been times when they have collaborated with our city chief police, eddie buffalo. but they did not this particular time. >> they did not? >> they did not. >> now, what do you say to those watching the protest and judging the police response to be outside, almost militaristic for a community with less than 18,000 people? >> well, we have about 18,000 people. but when you have a horrific act like this happening in our city, not only do we have our peaceful protestors, our citizens, but we have others who come in from out of town. i have a small police force, a maximum at any time of 77. we would not be able to do the duty force our citizens and answer 911 calls without assistance. so one of the reasons we enacted the state of emergency is so we can get the added help that we need. as i said, we have other groups that have come into our town. they are concerned, and
