this is risa sandler from the controller's office. i can speak to part of your question, supervisor, which is to say what has happen, and i think that may inform further discussion or questions, which is just really what you can said earlier, that in the annual budgeting process, this is one of many items that is either proposed by the mayor or by the board and in the end would end up in the final budget, so it's an annual decision that seems to be happening. >> supervisor ronen: and i guess my question is, and i don't know if you can answer this. it's probably best answered by the city attorney's office or dan gonchar, if you can answer this, i don't know. it's an issue that we deal with every single year, and it's fundamental to be able to maintain the human services system that we have set up over decades in san francisco relying so heavily on the nonprofit sectors, so why do we torture ourselves, which is what we do every single year? i've been watching and participating in this budget process every year for over ten years, and th
