kaitlan collins from the white house. manu to you first. chucke for next tuesday. food is the holiday and then the week. democrats don't have much time now. what's going to happen? >> there was no expectation they would get the votes to pass this in the senate. they need 60 votes in order to even bring it to the floor to open debate. they won't get that. in fact they probably will just get the 50 votes. manchin himself has not said if he would vote yes on the first procedural vote. but he is expected to do so assuming they can reach a deal on what joe manchin is talking about. he is proposing a paraed back of the democrats sweeping election overall is. he does not support the plan. but the plan of his would include a number of things making election day a national holiday, voter id requirements to try to get some republican support. that's why he pushes the voter id issue. but democrats work with him on that. and that's still unlikely to win over any republicans who believe simply that as mitch mcconnell says that this is not necessary at this ti

collins are very close personally. could he win at least three or four republicans over with this? >> i'm skeptical, chuck, partly because mitch mcconnell has come out and called this compromise this outline from joe manchin rotten. and the reason for that is that it would actually set federal standards for elections. and that really as opposed to states having control over it the foundation of the bottom of this debate and i think it's really hard to bring republicans along in this environment on this question. that's a pretty dramatic shift from previous decades where the parties were willing to work together to a certain extent on these kinds of voter protections. but it's really become an existential issue. each sees this as their path to -- they want to frame it. in reality this is a fight of over who is most likely to hold power in the future. so, i just think they may get lisa murkowski, but i would be surprised if it went much beyond that. >> other than maybe complaining about gerrymandering because they have such an advantage right now in the legislature. everything else here is one of those, how

chuck schumer bringing this up, knowing it was going to fail. it wasn't even clear until earlier this afternoon they were going to get manchin on board in the last few hours susan collins, republican of maine, saying that the rhetoric from democrats has been over the top. lisa murkowski also willing to buck her party, republican of alaska saying that this is a very partisan bill. i mean, this is the result of this as you have these republicans who voted to convict trump during impeachment, saying that this bill is garbage. >> well, i think one thing is clear. there is no version of a voting bill that republicans will support in this particular political climate. the question is should this version of the bill, the one that includes a lot of other things including anti-corruption efforts that even some democrats think are too broad, should that've been the thing that they decide to have a vote on? there could have been an opportunity to force this procedural vote on a piece of legislation, a version of this legislation that was designed to be more bipartisan in nature. and they decided not to do that, but i think it's also because they know that this isn't going anywher
