the chair recognizes the gentleman from kentucky, mr. comer for five minutes. mr. comer: mr. speaker, i rise to congratulate terry hanby of trig county, kentucky for receiving the distinguished public service award for his outstanding leadership of the chairman world war i centennial commission. under his leadership, the mission committeed the construction of the united states national war memorial here in washington. there is no one who better understands the sacrifices of our service members than terry. he served for 26 years in our nation's military, first in the naval air wing during the vietnam war before joining the u.s. army reserves. after his retirement, terry continued to honor and serve our nation's military and was appointed to the world war i centennial commission and elected chairman in 2017. in just four years under his leadership the united states war memorial was completed and opened to the public. i'm privileged to represent terry in congress and appreciate all he does to recognize our nation's military. i join terry's family, friends, and all of those impac

>> i now recognize the distinguished ranking member mr. comer for an opening statement. >> thank you, madame chair. before i begin my remarks on today's hearing, i wanted to follow-up on some of the comments you made at the beginning of the hearing referencing flouting the rules and things like that. i think we were all on the house floor last night and we saw what i haven't seen since before the pandemic. there were probably 325, 350 members all on the house floor for probably 30 minutes voting. i saw maybe ten members who had masks on. i believe they were on your side of the aisle. and it was like we were back to normal in the house of representatives. just like i made a couple of trips to washington, the downtown area, over the last two days, and the restaurants, they're not requiring masks, the restaurants are back at full capacity. and we need to be back at full capacity and operate just like we are back to normal because we are. we made great progress with this. and, you know, what we're hearing when we spent the last three weeks traveling
