mr. dacosta. mr. smith, could you please bring us the next caller. >> hello. my name is [inaudible] and i live in soma, and i work with [inaudible] in the tenderloin. we need c.a.r.t. now. i have conducted many interviews with the households which formed the c.a.r.t. proposal, and so many of them shared their stories with them, and how this would finally be a program that they can turn to in situations of crisis. with c.a.r.t., there would finally be a system in place of care and support instead of criminalization. c.a.r.t. can be funded by refunding [inaudible] but an institutional response, and since it will not be run by peers with lived experience, the risk of criminalization, harassment, and abuse remain. and with this, i urge the board to fund and implement c.a.r.t. we cannot continue like this, and we cannot ignore the lives and well-being of our unhoused people on the streets any longer. thank you. >> clerk: thank you for your comments. mr. smith, would you bring us the next caller, please. >> hello. my name is pam tellie, and i live in district 1, and
