we have a 70% of l.a. county residents with at least one dose and we have 61% fully vaccinated of people 16 and older. but it's not enough because in l.a. county that means we've got 4 million people not yet vaccinated including 1.3 million children under the age of 12. the way to protect those children that can't yet get vaccinated is to obviously increase the vaccination numbers among the people that have yet to come in and get vaccinated, but while they're doing that, while we're working to build trust to build confidence in the vaccine, to answer what really for many people are reasonable set of questions to work on making sure that there are trusted providers, trusted leaders, neighbor to neighbor, i love what the governor said about that. while we're working to make sure we're doing everything we can to get good information to people to make a decision they feel comfortable about in terms of getting vaccinated, we've got to protect each other still and that's why here in l.a. county we're asking peop

barbara herrera joins me now, l.a. county's public health director.ing us, barbara. i want you to listen to what cnn medical analyst dr. jonathan reiner said earlier today about mask wearing. >> you shouldn't be concerned at all. my wife and i walked through a small antique store with plenty of people around today. we weren't wearing masks. we're fully vaccinated. i am not worried about contracting this virus. you can shed your mask if you are vaccinated. >> so dr. reiner says no mask if you're fully vaccinated. the cdc says the same thing. why do you recommend fully vaccinated people wear masks indoors? >> yeah, thank you so much, pamela, for having me. and obviously we agree both with cdc and lots of the medical experts across the country that are noting how much protection this vaccine gives fully vaccinated people. i do think you have to take into account local situations. and i want to point out that both the federal government and many state governments have actually asked fully vaccinated people to keep their masks on in other settings. and we

stephanie, first to you, l.a.he requirement to wear masks indoors because of all of this. what more are you learning? >> reporter: right. and they're pointing to the data and taking a look at what we know. for one thing, everybody hospitalized with coronavirus in l.a. county is not vaccinated. every single one of them. think about what that means. and when you look at the numbers since the state reopened onup 15th to now, the number of new cases are seven times what they were at the -- at the reopening. also looking at the positivity. right now in l.a. county the test positivity yesterday was 3.7%. on june 15th it was just half a percent. so this means that they're saying starting tomorrow night at 11:59 p.m. local time, masks will be reinstituted for public places, stores, theaters, anyplace where you are indoor, restaurants, they want you to wear your mask again. they're not doing any more social distancing or limitations on people, they're asking people whether you're vaccinated or not to wear their mask. it is

because you have l.a. county doing it regardless of your vaccination status but given that the risk of hospitalization and death is so low for vaccinated people, explain to folks if and why it may still be important for vaccinated people to mask. >> yeah, and i used myself as an example. i have elderly parents in my life who have some health problems. the risk of me as a vaccinated person getting severe covid is fairly low. and even if i did get it, the risk of me transmitting it is low as well. however, the risk to them, if they got it, is still significant. so for me, wearing a mask when i'm indoors in a public area and i don't know everyone's vaccination status is really easy. it is a minimal thing i could do. same for parents of young children who can't get vaccinated yet. so i would just really ask everyone to consider your risk, consider the risk of the people that you love, certainly if you're not vaccinated there are absolutely no reason to wait. waiting could kill you. but consider changing your b

guad, you're in l.a. county, now getting ready to go further even than what the cdc is recommending, masks are back indoors even for people fully vaccinated. what are you hearing from people out there right now? >> reporter: hallie, good morning. well, a lot of us in los angeles thought it was time to put the masks away and are now waking up looking for the boxes, because beginning sunday morning, the mask will be mandatory inside all businesses and everywhere indoors in los angeles. people were shocked yesterday when this was announced but a lot are learning the new rule that will kick off as i mentioned on sunday. health officials announced this yesterday and released some numbers to justify why they are now implementing this mask mandate, saying that it's largely the unvaccinated, almost 4 million unvaccinated residents in los angeles county are driving these new cases. they also said there's been an 83% increase in cases over the last week, and they just sort of wanted to justify why they think this i

since then we've had five-fold the number of cases in l.a. county. we've had twice the number of hospitalizations. that's what has health officials worried. the positivity rate has gone up, all due to that delta variant. i had a chance to speak to a pulmonologist a short time ago about why a mask mandate is important here in l.a. county. take a listen. >> the delta variant is very contagious, millions of people in l.a. county are unvaccinated. if people are indoors and a lot of people are unvaccinated, that's the way to spread covid. it's a good idea at this point in time to be masking indoors. >> 69% of people in l.a. county have had one dose of the vaccine. that's why health officials made the decision they did. you mentioned masks in school. it will be a localized decision, here for example they were used to masks in school all of last year. so the high school behind me will likely still have masks in the coming year, geoff. >> cal, is l.a. county a blueprint? based on your reporting could we see other cities in california follow their lead? >> lo

l.a., they believe the best way is to make everyone mask up again. los angeles county is requiring masks to be worn inside businesses once again beginning this weekend. >> masking indoors must again become a normal practice by all regardless of vaccination status. >> i don't like it. i'm vaccinated. i wish everybody else would get vaccinated. so it's frustrating. >> reporter: l.a. is reporting more than 1,000 new cases a day. >> we expect to keep this order in place until we begin to see improvements in our community transmission of covid-19. >> reporter: california's sacramento and yolo coes encouraging everyone to wear a mask to slow the more contagious delta variant. >> the vaccines are great, but they're not perfect. that person is less likely to have severe disease to end up in the hospital. but they could still transmit disease to others. >> reporter: daily vaccinations in the u.s. have dropped by more than half over the last month. >> they are going to need the full immunity. >> rep

so you have expressed support for l.a.turning to masking and public indoor spaces even if vaccinated. and that was just earlier in the week. and now what do you make of this surge in cases in l.a.? >> well i'm very concerned about the surges in l.a. and in many parts of the country. i mean, i thought that we were going in the right direction. we were seeing weeks and weeks of declining infections and now we're going in the wrong direction once again. and with the fourth of july weekend coming and so many traveling we could see a surge upon a surge coming after this weekend as well. and so i think the bottom line is this. if you're vaccinated, you are very well protected, especially if you are around other vaccinated individuals. unvakd people are still at high risk and if you're in an area of high levels of community trans mission, you may still wan to wear a mask indoors if you are around a ton of people who are paskless, potentially, and unvaccinated and that is why i think the l.a. county advice is a good one. >> wow. a

we know, as you mentioned, in l.a. county, there are very low vaccination rates in both black and latinx communities. while it's unlikely that a fully vaccinated person who gets infected can pass on the virus to someone else, what this mask mandate does is essentially equalizes everything. it's easier to put in a universal mask mandate than to have an honor system or to have masks tied to vaccination status. i think as we're seeing the cases increase locally in l.a. county, this was the right move. i feel like we probably should be seeing this in other parts of the country that are seeing surges as well. >> the fact that l.a. is reinstituting their mask policy strikes me that it might have been too early to lift those mask mandates when the cdc said it was okay. i mean, is that a correct assessment, do you think, dr. blackstock? >> i think we're in a different time now than we were a few weeks ago when the mask mandates were lifted. the delta variant was not the dominant variant. it's a totally different situation. whi
