my name is matthew goodman. am senior vice president at csis, delighted to welcome you to the special event on build back better world, meeting the global infrastructure challenge. delighted to have you with us. on behalf of my colleague, john, who directs our reconnecting asia infrastructure project, and myself, who directs the economics program at csis, we are delighted to have you here with us. this will be a very special hour. i have been a csis 10 years and i cannot think of our high-powered panel we have had, or that i have had the chance to moderate. so i'm really looking for to this and think you will enjoy it as well. i am going to introduce the panel in a second. let me set the scene by saying, this is actually infrastructure week, at least at csis. obviously, we all know there has been some, hopefully, some progress on capitol hill on a domestic infrastructure plan, $1 trillion of spending on infrastructure. infrastructure. we have been doing some work on trilateral cooperation among japan, australia,

he is chris matthews, long time roving d. c. bureau chief of the san francisco examiner speech writer for president jimmy carter, former host of the tv show, hardball and m s. b c, which was a political institution for more than 20 years. he retired last year and recently published his autobiography, this country, my life in politics and history. chris matthews is terrific to have you with us today. let me just ask you about the frame you have. what i read about you getting into politics coming out of the, you know, the catholic scene in, in pennsylvania and, you know, getting a patronage job, you know, all of the inner workings of those political forces at the time. you know, it kind of reminded me that it had kind of a tribal dimension. and so as i look at new tribes emerging in american politics the day, you know, i'm just interested in whether or not we're just at the front end of what it was like when boston catholics were, or philadelphia catholics came in. and how, you know, whether or not we're just reliving history a

matthew: this is the area of debate.off durable goods spending, housing coming off, we anticipate services will help lift the economy to a stronger growth profile. obviously the return of covid at the delta variant is the downside risk to that. i view it as a downside risk, not something that impacts -- if we look back at these past waves, they were not as impactful as we were anticipating. i anticipate that will be the case again. when we look at the states that have lower vaccination rates, there less likely to bring back restrictions and less likely to see people pullback from economic activity. it is no doubt a downside risk to growth, but that is how we are viewing it, not affecting our baseline outlook. lisa: if you dig under the headline of the gdp number, are we getting whiffs of stagflation? residential investment spending fell about 10%. it had to do with supply chain issues and the high prices. are the high prices a headwind to growth at this point? matthew: in certain areas they certainly are. housing is one.

matthew, listen.vid's point, there was a brazen shooting tonight in d.c., earlier this evening, witnessed by our very own jim acosta. i mean, this crime issue is big and it seems the white house is well aware of it. >> well, yeah, and i think the other thing here is we have another gun shooting and we're doing nothing about guns, which is another example of why we're in the situation we're in, in washington, when a majority of the country wants something done on guns. and they've wanted it done on guns, for 15 years, and we still do nothing on guns, as we have shooting, after shooting, after shooting. i think it's important for people to know the facts and i think it's, also, important that most americans can balance two things in -- in their hand, at the same time. don't defund the police, as most americans say. don't defund the police but the police reform, the police departments and police-legal force -- um forces -- need serious reform and structural changes because they're not, necessarily, doing

matthew: confidence doesn't breed opportunity for our standpoint. think the difficulty for small caps -- and not just small caps that are down, but the chinese equity market has been down -- we run in environment of elevated confidence. you had the fund managers survey post generational highs. all of these things were signaling confidence being above a little what was -- being a little above what was sustainable. i think it is a healthy thing for markets -- when we see the tide coming out, i think it is a healthy thing for markets. jonathan: are we pivoting from the fear of missing out to the fear of wiping out? matthew: it is very difficult to call the market's zigs and zags. we were in a fear of missing out type environment. i think in an environment like that, it is about focusing on cash flow generated businesses, things that have survived the test of time that can still hold their value in a moment of market panic. we will just have to wait and see if that's what we get. but if you own businesses that have income and see value -- have incumbenc

okay, question for you, matthew roblez. clues we've been able to see from structural engineers and others like yourself have called out. from the times, forensic engineering expert hired by the town of surfside to investigate, looks at pictures, and we're showing some here now, here they are, those pieces of metal coming out of that concrete column there, rebar as it's known. of the engineer said, based on his count, there's less rebar there, less steel reinforcement than the drawings would have called for. one, as you look at that, would you make a similar assessment? and two, could that be a crucial clue? >> definitely i would make a similar assessment, and it is a very crucial clue. we've got to remember that in florida at the time, you know, they had a building code that was established, but it wasn't till hurricane andrew that they really started enforcing it and coming up with a statewide inspection program, things of that nature because hurricane andrew showed that was like the biggest insurance claims in the history
