this is allen low of perkins coie. we are legal council with a.p.i. legal outreach.ur goal with legal outreach is to save aapi communities. supervisors, the administrative code creates a presumption of excuse of payment that can be rebutted by the landlord, and just merely shifts the burden to the landlord to prove that the tenant could operate the business during this pandemic. this is based on state law, so there's a state law precedent that this is based upon. and again, this doesn't necessarily cancel the rent but provides a presumption for an excuse of payment of rent. as my co-counsel has outlined, this will save many of our tenants, our pro bono clients who are still negotiating with landlords. this includes entertainment centers, bars, theaters, beauty salons, who are still struggling and are incapacitated with this crushing commercial back rent. i think you've received a letter from pikapika, one of the tenants in japantown that was forced to shutdown and was crushed by the back rent that the landlord was demanding. i thank the leadership of supervisor peski
