. >>> let's talk about this now in our round table joined by donna brazile, patrick gaspard, president of the center for american progress, justin amash, and our newest abc news contributor. she has "the new york times" podcast "the argument," and let me begin with you, justin. where is this all headed? >> well, i mean, when people look at the situation, they've seen it so many times before. it happened when republicans were in charge, and people ask how does this happen? i think speaker pelosi actually laid out how it happened, but she doesn't realize that she's responsible for it. she said she's never bringing a bill to the floor that doesn't have the votes. this is precisely what's wrong with congress. congress is supposed to be a place where you discover outcomes. it's not supposed to be a place where a few people get in a room, craft legislation and then foist it on everyone else and say, hey. this is what you are going to take. take it or leave it and if you are not with us, you're against us and we're in, you know, we're in gridlock. when you have this top down sort of structure
