there is a character in your book and can you introduce us to john howard. >> john howard was a very interesting historical figure. he was primarily known as a prison reformer. he was an englishman in the t 1700s who had inherited like a large portion from a father working in the upholstery trade. so he used that money to fund humanitarian travel so he traveled throughout europe visiting prisons and jails and dungeons and going into the facilities and trying to measure everything from the bread rations to whether or not there was actual daylight in their window so they had access to fresh water but there's just six inches of mud that people have to sleep in and he developed this kind of almost like a prison system where you would catalog all the things he saw that were wrong. >> it was like a yelp for prison. >> that's one way of looking at it. he went back to england and gave a talk to the department trying to improve conditions in england but to make a long story short he then realized as he was with these quarantine stations they were remarkably similar to prisons. they were kind

at today's hearing, we heard from donna howard, state representative from texas. in her written testimony, she shared the story of a woman who was denied the health care she is entitled to under the federal constitution. the woman went into an appointment on august 31 of this year, and at the time there was no heartbeat detected on the state-mandated sonogram, but when she came back the next day to have the procedure done, a cardiac motion was detected. representative howard said of this woman, quote, at only five weeks, five weeks of pregnancy, she was too late to receive an abortion under the provisions of this new law. she was devastated. she already had a child at home and knew bringing another child into their lives threatened their family's situation and financial security. as the representative went on to note, having an abortion was the right decision for her family's well-being, but the texas law

representative howard? >> well, you articulated accurately that the majority of those who are not able to access an abortion out of the state are going to be those that do not have the resources, who live in our rural communities, who can't find childcare take off from work. this disproportionately impacts women of color. and certainly what's going to happen here is being forced to maintain a pregnancy and carry it to term that was not something that they wanted to do is going to result in a further burdening that particular family in terms of their economics and their opportunities, will further put them into poverty, will increase the burden on the local on the texas taxpayer as well. as i said before, over half of the births in texas are to medicaid patients, and women do get medicaid when they're pregnant in our state. so very likely we would see increased cost to the medicaid program, as well. >> thank you very much. mr. chairman. >> i have to start by confessing a bit of confusion over today's hearing
