summer, at a voting rights group, which included senator warnock and padilla, as well as keene and kaine, senator tester, manchin, senator merkley, who's long led the "for the people" act. we came together and came up with a really strong bill that has gotten the support of president obama, has gotten strong, positive reviewed from all over the country. and what it does is it puts in basic federal voting rights, like taking on georgia where they said you couldn't even vote on the weekends in the runoff. that was a bill they just passed. where they said that you are not going to be able to register for many, many, many days before the ultimately election in a runoff. limiting voting by mail. these basic federal voting rights makes it clear that you can vote in a safe manner, regardless of your zip code. it's an exciting breakthrough, because we really couldn't get to the procedure and everything, as you know, being in countless meetings with me, with senator schumer, with senator manchin about this, it was really important to get a basic agreement on the bill. then we go to the next step,

everything that came after it similarly, from the democratic perspective, you had this delusion -- tim kainee not only does the united states keep 2,500 troops in iraq. we just bombed somalia we just bombed syria without rolling back all of the operations of the war on terror, it is entirely deceitful to describe the u.s. as no longer being at war and then from the military side, we saw a delusion that we've seen, not just throughout the afghanistan war, but throughout the wars in general. which is that the generals who were testifying talked about how last fall they were recommending it, and this january were recommending residual force to stay in afghanistan. well, the trouble with that is there was this agreement with the taliban to keep u.s. forces in afghanistan would have been violating the most important aspect of that agreement for a government that the united states could not sustain. and in violation of that agreement, the taliban would have made a withdrawal from afghanistan, even a drawdown of it happening, one that would occur under fire putting everyone, including u.s. service

so later today, my colleague, senator klobuchar, along with senators kaine, king, manchin, merkley, padilla, tester, and warnock, will be introducing the freedom to vote act, a compromise voting rights bill that i intend to schedule a vote on in the very near future. to piece this bill together, i'm proud to have convened and worked with eight members of my caucus, four progressives and four moderates, in bringing this bill to fruition. the compromise proposal contains many of the important provisions of previous voting rights bills championed by senate democrats, particularly by my colleague, senator merkley. it will protect the right to vote, put a stop to partisan gerrymandering, end the scourge of dark money in our politics. critically, the legislation also incomp rates -- incorporates important feedback from election officials and includes new measures to promote greater voter confidence in our elections while stopping partisan election. this is a good proposal, one that nobody in this chamber should oppose. my colleague, senator manchin, is working with republicans to secure support -
