steny hoyer thought he was on track to become the whip.n nancy pelosi announced she was going to run for that office, this was before there is even an opening for whips. ended up running a campaign that lasted for three years, cost millions in campaign contributions. they would give out campaign cash to try to get votes. it became pretty bitter. then she won. since then she has always been one level above steny hoyer. that is not really a recipe for people to become best friends. their rivalry has been well-known. i thing it is less now. i think they now have a good working relationship. they are both in their 80's now, towards the end of their long and illustrious careers. steny hoyer told me in an interview for the book that he was proud she was majority leader and if you had told him as a young man, he would've been really proud of that. after she graduated from host: after she graduated from trinity, her ambitions your report were that she wanted to go to law school. her mother wanted her to be a nun. she did neither. what took her in

today leader steny hoyer reiterated plans to have that hard infrastructure vote on the 27th.iness days in the house for them to get the reconciliation package put together, get the house or members on the democratic party onboard to pass it and get everybody onboard in the senate there before it seems like the progressives are willing to let the package come through. when it comes to where the money is coming from, president biden has not left any mystery around where he wants to get the money from. he said he wants the rich to pay their fair share so he can pay for the $3.5 trillion social program spending spree. but, if you look at the math about who actually shares the majority of the tax burden, a lot of the wealthy share a big chunk of that. looking at irs data, the top 1% paid more than 40% of the income tax. if you take the top 10% of earners, they paid more than 70% of the income taxes. when you take the top 25%, they paid about 87% of all income taxes. but this tax the rich talk is popular among progressives who continue to try to push their party away from capitalis

now, one key thing is that this morning the house majority leader steny hoyer made clear that on september 27th, next monday, they do plan to move forward and have a vote on that bipartisan infrastructure bill that passed the senate last month. that's $1.2 trillion for roads, for bridges, for broadband, but why that is significant is because the progressives in the house have threatened to tank that bill. they said dozens, roughly three, maybe four dozen progressives will vote against that unless that larger democratic-only bill, that economic package to expand the social safety net, deal with climate change, deal with health care, that is passed in both chambers by that point. they want it passed by next monday. john, there's virtually no chance that can actually happen by that next monday because negotiations are still hang behind the scenes, including with one key voice, senator joe manchin of west virginia who wants to pear back the bill, limit its scope, particularly in dealing wish use of climate change. this morning when i caught up with him he made clear those talks are still ongoi
