we are seeing some of the same complaints for the cdc continuing today. can you talk about the causes of those institutional problems and what we can do to fix them? >> i think we need to look at public health preparedness through a lens of national security. if we're thinking about public health preparedness through that orientation, you start to think about how you put in place from capacities to respond to a crisis of this magnitude. we didn't have that. there was the perception that the cdc had this, they would be able to mount a national scale response to a crisis of this magnitude. it's not the kind of organization that they are. they are a high science organization. they do analyses of outbreaks, but it is a retrospective mindset. they don't do horizon scanning. they don't provide real-time reporting that you need in a crisis to inform decisions that have to get made real-time. don't have an operational capacity to mount a national response. the place where this was the most obvious was around testing. the cdc didn't have the capacity to develop and
