downtown and be counted as a san francisco employee and therefore be doing work that's associated with san francisco. those commuters are now staying at home possibly not in san francisco and the work that they're doing is no longer -- it should be not be part of the san francisco payroll. there was an estimated 40% drop in san francisco's office space payroll resulting in declines to our business tax. you know, this is the big question now is how quickly are office workers going to come back to the office? at what rate? are they going to go hybrid? are they going to do that forever? and how quickly are we going to bounce back? right now the joint report which is our december forecast assumes that office space employees will return to the office by tax year 2023 but at a permanently lower level, like 15% versus a 40%. so it's an increase, but we're thinking there's going to be a hybrid work situation on an ongoing basis and this is a big -- this is a function that we revisit all the time and talk a lot about. so this picture is a picture of the general funds business tax. in this dark blue line, this represents the actual that we collected. so prepandemic, it
