between the building inspection commission and the planning commission, i conserved -- i served on the commission for almost a decade and was in the nitty-gritty and nuts and bolts from everything from entitlement to certificate of occupancy and everything that the departments do, including the important work that everyone does to ensure that they have a bit have ability of rental units in the city. i think that's the way that we approved this proposition set us up for some unfortunate things that have created a culture in the department that is insular, that is sideload, and we don't really have to listen to anybody, we can do our own thing. that has resulted in some of the faults within the system and people who can get away with that. we have seen the outcome of that. it has affected the safety of our residents and it also has created a backlog in addition to a fee that does not allowed for the things that we need from our department. mainly transparency, openness and sufficiency and leading to the construction of buildings i am very proud of the measure that is before you. i do hav

the commission granted that. it may sound like a small thing for people who may not be as familiar with this, that is a big deal for the officers. i want to thank the commission for allowing and granting us and understanding how important this is. those are the types of measures we have to incorporate. if we don't train our officers for the policies, what we ultimately want is the policies to be followed and understood and good outcomes and that speaks directly to training. i will go forward. accountability and organizational accountability is important. this is a topic that i believe is overlooked sometimes. i know a lot of the focus is on individual officers. but when it comes to just when it comes to disparities and bias. that should be focused on individual officers. but we have reached out academic partners. there is documented research out there. what is our strategy. when we talk about how we are addressing whatever the issue of the day is, drug sales in the tenderloin, violent crime, shooting, property cri

good afternoon, president tanner, members of the commission. i'm megan, department staff, last year i've been working in the community equity division to help develop the budget equity assessment i will describe today and more detail in the budget staff report. so the department derives the purchase of the equity budget assessment tool four places. first, phase one, racial and social equity plan has a resource allocation goal. second, the commission's resolution from summer 2020 says to "move beyond acknowledgment of injustice and take concrete actions that are visible in the reallocation of resources and work programs." last year we piloted a budget equity tool we built on for this year, and we are also continuing to seek alignment with the office of racial equities forthcoming budget equity assessment which the departments will be required to use in the future. in general, this is how the budgeting process generally goes. we plan, we request funds from, for approval from this commission and then the board of supervisors and the mayor, we enact
