i'm senior revenue manager for the m.t.a. we highlighting few cost recovery fees which are usual the most interest to the public and to the board. for residential parking permit, contractor permits, those are really increased by the indexing plan and evaluating our labor costs and revenue. slight increase in those. the removal fee we taking a look at our deployment plan and actually we're able to achieve some saving based on the policy to try to reduce the number of vehicles that are towed and move towards booting. we're recommending a reduction in that fee, $55 for the next year. tow fee going up to maintain certain level of recovery that we have had in the past and maintaining our discounts for low income at $100. and our waiver for people experiencing homelessness. we wanted to go over little bit about what the discount programs look like in terms of how successful they've been. we've had low income fee for couple of years. you'll see in the chart on the right in terms of how many vehicles that are towed are actually obtain

so i'm not speaking to specific issues at the m.t.a. board, but that board really does set the tone for all of the agency and unless the m.t.a. works on building and rebuilding community trust, i think that any future revenue measure would likely fail which would be bad for all. i've suggested that reorganizing the m.t.a. with fewer director reports to director tumlin. overall, i think that m.t.a. should do fewer things and try to do them well, that agoes back to building and rebuilding community trust. that's a big and controversial agency. as we know trying to do many things all at the same time. it would be nice personally to feel more respected for my advocacy there over many years but results may vary and it's not just me. but i believe the public is listened to, but isn't necessarily heard and i know that not all public comment has the same value etc., but those people that do contribute in a move way should be recognized for that. things don't always have to go the way of public comment, understood, but it's important for the publ

at the time, when m.t.a. made the proposal, they were projecting that the project would be completed and launched by end of 2021. this didn't happen. they are currently projecting end of 2022 if there are no further delays. i have two questions and one request, what was the reason or reasons for this delay? the second question is has the m.t.a. board in monitoring this project all along. i looked at the agendas for board meetings since june 2020, i didn't see this listed as status update from m.t.a. may be there's been some monitoring behind the scenes. my request is i hope that the current information system, the one that is run by u.m.o., will remain in service with at least the current level of reliability and accuracy until the next gen customer information system is fully rolled out and tested. i would love to have some assurance of that from the board. thank you very much. that's it. >> chair borden: thank you. are there any other additional callers? >> caller: this is david pilpel. sorry, i joined late.

the initial numbers that we've gotten from m.t.a. look really encouraged in terms of what the first ever trial of free muni for multiple days looks like. we saw when you compare to the seven weeks before, basically from the beginning of the year, that the saturday travel increased by 10% on the free transit day and sunday increased by 7% in transit use. so this was not only a small thank you to muni riders and saving folks money, but also a bit of -- i might be overstating it to call it -- it wasn't a full pilot, but it was certainly an experiment and i appreciate the collaboration of everyone working together to make this happen. i continue to believe in the climate emergency we're in and especially with all the conditions that you all know of including the surging price of gas, that our carbon emissions footprint continues to increase as pre-pandemic traffic comes back. and if we want to curtail high-risk behaviors involving private driving, then we need to continue to find creative ways to incentivize people to use green options at
