joined now by retired lieutenant general steph twitty. thank you for joining us on this.. a first question to you is, give me your assessment of that speech. a powerful moment for the president directly addressing vladimir putin calling him a criminal and a liar. what do you make of it? >> so first of all i thought it was a great speech by the president. probably the best speech that i heard from him since he's been in office. there are three things that i think that we should all take away from it. number one, the president reaffirmed u.s. commitment to article v of the nato treaty which means if there's an attack on one there's an attack on all and includes the u.s. and the other 29 nation that is make up nato. the second one is he reaffirmed our commitment to the ukrainians. he said we will stand by you. i read that to mean the continued support with military aid trying to get in there and doing the best effort in pushing military aid and assistance in there to the ukrainian forces. as well as to continue the support of the humanitarian effort. you heard him announce 1

also an msnbc political analyst, and retired lieutenant general steph twitty, former deputy commanderf the u.s./european command. welcome to you both. rick, let me start with you on this one, and kind of just get your sense on this news we're hearing now of russians pulling away, specifically, from the capitol city of kyiv. what do you think this means? >> well, yasmin, i think it's positive. we saw the announcement a couple of days ago from the russian military, saying that they were consolidating their military plan around the east and southeast of ukraine, specifically, the donbas region and kind of a land trail to crimea. and now there seems to be some confirmation that that may be true. you know, i saw the white house caveat that, of course, putin can change his mind at any time, and he's mercurial and can and does, but i think it represents the reality on the ground that the ukrainians have been fighting valiantly, much greater and more powerfully that the russians expected. and it's also a kind of an outline of a potential agreement or a cease-fire, between ukraine and russia.

joining me now, lieutenant steven twitty. thank you, sir. appreciate having you here with me., as you know, they hit about 250 miles or so from where president biden was speaking. what do you make of the timing and the location of the strike in lviv? is there any way to interpret it as being anything but intentional? >> well, it could have been intentional, alex, but what i will tell you, poland, the polish border is about 40 miles from lviv and the one thing that the president said in this speech last night, do not think about it. do not think about attacking any nato country and 40 miles with precision munitions, that's a good distance away. so it may have meant to be seen as some type of message. my message that i take out of this is the russians continue to destroy infrastructure. they continue to terrorize the ukrainian people needlessly. these attacks have nothing to do with accomplishing their stated mission or objective which is to seize kyiv and in place a russian government. >> yes. >>> so we continue to see this terror. >> absolutely. general, how much -- you mentio
