have such a ripple effect if it ultimately comes down to a state by state decision, hallie. >> maura barrettor us there in oklahoma city. maura, thank you for being there. >>> to wisconsin now, where it is election day and right now voters are voting. they're heading out for local elections across the state including the race for milwaukee mayor. and for the first time in years they're not going to be able to use a dropbox to cast their ballot. this is the first election since february when the wisconsin supreme court ruled voters have to turn in their own absentee ballots instead of somebody else doing it for them, and for some voters with disabilities that's a big hurdle. i want to bring in now from milwaukee nbc news correspondent shaq brewster. shaq, talk to us about how these new rules are affecting some of the voters you're talking with today. >> reporter: well, specifically impacting, hallie, those voters who want to vote by mail or who have that absentee ballot. the circuit court ruling says that based on his interpretation of wisconsin election law he says that a voter must personal

joining me now to break this all down from tallahassee is nbc's maura barrett. we leave it with the state house drama today? >> reporter: very busy day here at the state house for sure, garrett. and basically, as we're told by florida lawmakers, we expect governor desantis to sign in that bill around the congressional map as early as this afternoon and the bill around the disney special district as early as tomorrow or in coming days. and all of this happened extremely quickly. it was supposed to be a week just focusing on that congressional map but the disney bill was introduced earlier this week and pushed through rather quickly, almost overshadowing the implications of this redistricting implication that we've been talking about here and looking at in florida for quite a while. and the issue with disney, it didn't really percolate until like you said the pushback from the company about the anti-lgbtq law here. so-called the don't say gay law. this is something that once disney's ceo denounced the law and said he was going to stop -- the company was going to st

nbc's maura barrett is in tallahassee, florida. she's been covering this for us.t immediately. what do we know about what it's going to mean for central florida? >> right, garrett. this law does not take effect until june of 2023. so we've got about 13 months to figure out what's going to happen in the in between. we reached out to disney for comment but have not gotten any clarity or comment from them on what they plan to do next. it might be safe to assume that legal challenges will ensue because there is some confusion in the florida constitution about who actually has the right to dissolve one of these self-governing special districts such as reedy creek that disney sits in. so in this next year we could see disney push back against the state house here or work to compromise with lawmakers, which is what the republicans are hoping to do to make them something more like a universal or other theme parks, excuse me, that would have to ask for permission to expand their infrastructure or build new rides. that kind of thing. and in the meantime what people are real

. >>> joining me from tallahassee, florida, is maura barrett.g on here in florida this week, coming to a close after what was supposed to be a special legislative session just to address that last issue you spoke about with the congressional maps. governor ron desantis getting in a few extra laws this week it appears. around the congressional maps, it just passed on the house floor yesterday amid commotion and protests from black democratic lawmakers, and it's already not 24 hours later facing a lawsuit from several groups in the state. they're alleging that amendments in the florida constitution both prohibit the ability to diminish or dilute the opportunity for racial minorities to run for office, as well as the -- it prohibits the ability to gerrymander districts to favor a political party. and that is what they say they're seeing in this congressional map. now i spoke with two of the black democratic lawmakers that staged that protest yesterday. they're extremely concerned about how ultimately this redistricting effort will ban black -- limi
