[applause] >> at a speech at city hall, shd robberies. >> san franciscans have made it clear their quality of life is being impacted by these crimes. we can no longer look at them as insignificant. reporter: she plans on enforcing drug laws and ending the open air markets on the streets. she cited her experiences as making her qualified. >> we have to deal correctly with repeat offenders. that will be a top priority, how we deal with those who have been committing the most crime in san francisco. enforcing drug crime laws, like i said. reporter: she will help bring ballots to the city, ensuring public safety, while continuing reforms. >> it is not one-size-fits-all. we are not here to imply in any way jail is the only solution. there are people with complex problems in the

now the new d.a., brooke jenkins, is a former prosecutor at the d.a.s office. ultimately, he resigned from his office in protest and immediately joined a campaign to recall him earlier this year. jenkins accused the former d.a. of coming-out discretion in many cases. and up for a forms that simply did not work. she would like to see san francisco prosecutors regained the power to ask for tax bail and strike prior convictions. she also believes they should be able to charge juveniles as adults. according to the san francisco department of elections, once jenkins is sworn in tomorrow, she will have to file paperwork for the november ballot and voters will have to figure out if she serves out the remainder of the term at which ones out in 2023. we stepped out to the d.a.s office for comments. the recall was 60% to 40%. the recall does not focus much on election night. questions of whether he runs for the office again. repeated requests to top it off about plans. hasn't told other publications, she has not ruled out another run. now, the new d.a. is expected to be s

d.a. brooke jenkins pledged the same. a lot of people working on this problem. is it getting any better? our sister station just spent weeks in the neighborhood. she followed parents who walk their kids to school every day and don't feel safe. she talked to people who live in the tenderloin about what they see on a daily basis and she spent time with those people that are working to get people off the streets and into housing. same concern. the pandemic only made the situation worse and fentanyl is also fueling the crisis. joining us tonight she is with me now. the tenderloin has been the topic of conversation for at least 25 years. it has been a problem, but a lot of people are now saying that it really is getting worse. >> reporter: that is right. it is getting worse. i wanted to go to this neighborhood to see if changes were happening. mayor london breed declared a state of emergency. i talked to parents, people who work there and they told me they are not seeing a lot of change. >> yeah, and one of the most difficult things is there are a lot of families that actually live in the ten

d.a. brooke jenkins in the tenderloin today promising to clean up this neighborhood. the tenderloin has been a place where open air drug dealing is the norm and addicts crowd the streets. it became a focal point for those looking to recall the last district attorney chesa boudin. many claimed his lax prosecution policies attracted more criminals to the streets. jenkins says she plans to hold drug dealers accountable and that include revoking plea offers in the city's drug cases and creating a pathway for recovery for drug users. >> i am committed to making sure we restore accountability with respect to drug dealing in san francisco. i don't agree to a one size fits all approach not when it comes to consequences or lack of consequences. we need to approach each case and see what that person's circumstances individually and so that's what i am committed to doing so that we are dealing with repeat offenders differently than we are the first time offender, right, because that's what it is going to take. >> she has got her work cut out for her. critics of the plan say the

your new d.a., her heart cedes seems seems to be in the right place. what are two things brooke jenkins can do right now or the next two months to clean up the streets of the tenderloin specifically? >> i think part of it is to look at the cases that exist in that particular community especially the cases around violence and make sure that the people of that community know that there will be swift action and consequences for those perpetrators of violent crime. i also think that one of the first things she did when she went into the office is ask to review all of the various drug cases and the pending settlements on those cases so she can understand what is going on and what decisions need to be made. i think it is important to make sure those cases aren't just thrown out. she definitely has a big job ahead of her, but i know she is up for the task and she is going to be reviewing all those cases and my hope is that it makes a difference sooner rather than later. >> is it as simple as that to make sure she is reviewing those cases and move forward with it as opposed to the previous d.a.

d.a. who voters recalled last month. here is bay area's christy smith. >> reporter: as she raised her right hand, brooke jenkins was sworn in as district attorney replacing the man she fought to have voters recall. today, she shared some of her background and story and shared her priorities which include taking on some of the issues that many say have plagued san francisco for quite sometime. >> as i hold the office of district attorney -- >> for the city and county of san francisco. >> for the city and county of san francisco. >> congratulations. >> reporter: she served seven years as assistant d.a. in san francisco before resigning and becoming one of boudin's most public critics and now must convince voters to let her keep the job come november. >> as your district attorney, i vow to continue our mission of being an advocate for victims, of pursuing justice for victims. that is our job. >> reporter: the mayor who appointed jenkins believes there can be a bond between reform and public safety. >> that there is a lot of rhetoric out there about criminal justice reform and how we're going to be set back, but let me tell

brooke jenkins as his replacement. she was one of the prosecutors who resigned from the d.a.'s office over his approach to criminal justice. >> kpix 5's lauren toms live in san francisco with more on the reaction to this pick. >> reporter: hey there. this is a major decision in this recall saga. and i am told the disappointment comes as a bit of a surprise among those who work in the ma decided to appoint someone who was so vocal in boudin's recall. >> the safety of san francisco is dependent upon chesa being recalled as soon as possible. >> now jenkins was an assistant district attorney and worked in this office for about seven years before she resigned to join the campaign to recall chesa boudin. jenkins is someone who pretty much checked off all of the boxes that mayor breed was looking for in boudin's replacement. she is someone who has experience as a prosecutor and intimately knows this office. she is also someone who agrees with progressive reform, but not quite to the extent of boudin. now earlier today i spoke with supervisor matadoressy, who voted to recall boudin an

brooke jenkins. welcome back to the show. the last time we spoke to you was not long after you left the d.a. office last year, under chissa bodine. now you are the d.a. has it sunk in yet? >> not really, to be honest. i started at the d.a.'s office eight years ago as a volunteer. and never could have imagined being in this position. >> when did you find out the news? we found out early this afternoon. when did you get the word from the mayor? >> i got the word late last night. and of course, you know, couldn't tell anyone except my family, which was really tough. >> i bet. and you already had a news conference with the mayor. you talked about your top priorities as the new d.a. what do you want to accomplish first? >> i mean, i first want to accomplish setting a new tone in san francisco. i think there has been a belief that we are indifferent to crime here. and that we are simply tolerant of it. because this is a big city. and i want to change that tone. i want to set a new tone, where people understand, no, we are not indifferent to crime. that there is accountability in san francisco. and

brookes jenkins. she has more than 15 years of experience as an attorney. she worked as an assistant d.a. for seven years before departing. before that, she was in private practice in atlanta and the bay area. jenkins graduated from the university of chicago law school. >> and former d.a. chesa boudin reached out the jenkins, offering to help her make a smooth transition. he released a statement saying, i am proud of the work we did to serve victims and to bring much needed reforms and accountability to our justice system. this is work i will continue in the months and years ahead. as for what comes next, if jenkins wants to keep the job, she will have to run in a special election this november to finish out the current term. then there will be a regularly scheduled election in 2023. boudin could run again next year to try and reclaim the job. >>> the other big story we are following, elon musk says he wants out of his deal to buy twitter. let's go out to elizabeth cook with the latest in this takeover roller coaster ride, liz. >> yeah, it's been quite the saga, ryan. it's yet another twi

strong words from brook jenkins, a former assistant attorney who has been apointed by london breed as the next district attorney the move comes after san franciscans recalled the former d.a. >> violent and repeat offenders will no longer be allowed to victimize our city without consequence. hate crimes will no longer be tolerated. >> jenkins resigned with boudine's office and then led the recall campaign against him. tthe mayor's appointment of jenkins makes sense r. she wanted to have a progressive but not go to the extreme ends that she saw chessa did. >> she did a way with cash bail. vowed to not charge minors as adults. but jenkins has not been specific on what she'll change. >> we don't want to become, you know, some traditional tough on crime environment where we only use incarceration as our only tool. for me it's finding that balance between when have we given enough -- you know chances, right? to where we have to move to a different, you know, course and finding that balance, so that we can maintain our status as a compassionate city but also restore public safety. reporter: while jenkins has been apoint there will be a special election in november where san fra

brooke jen sinc jenkins. she has to win the support of residents who i cuse accused thr d.a. of being lax on crime.pix 5 spoke with a struggling business owner who says change can't come soon enough. >> this is an azalea plant. >> reporter: flowers have always been a part of sona's life. >> even when we go on vacation, i always get into a flower shop. i have to smell a flower. i have to see their designs. yeah, it just brings a lot of joy to a lot of people. that's why i think that neighborhood really, really can use a flower shop. >> reporter: but just ten months ago, her flower shop was the site of burglary and arson. it is something the neighborhood is too familiar with. >> it got so bad, he decided to burn the place, just go upstairs and burn the place down. so it seems like these incidents, it's just got worse. it's just getting more serious. >> reporter: she says her shop of 35 years has been the victim of crime before, but never this extreme. >> who did this and why? and you wonder if anyone -- if he got caught, all these questions. it's like, yeah, it was just, like, um, why did this happen

brooke jenkins tweeted the prosecutor she picked will hold offenders accountable, advocate for victims. four of the new hires are women. gonzalez is the new second in command in the d.a. office and she led the officer's gang unit. nancy tung will be the chief of special prosecutions. tiffany sutton is currently the direct of crime strategy. her new role is chief of alternative programs and ronny singh mann will lead the team and is currently legal counsel for the san francisco sheriff office. jenkins has fired several people who worked under recalled d.a. chesa boudin, one of them his director of communication and policy adviser rachel marshall that put out a tweet saying i joined boudin's leadership team to fight for criminal justice reform. >>> a corruption trial for the south bay top cop is on track to start this fall. as we reported, santa clara county laurie smith faces several corruption charges accused of issuing permits to carry a weapon in exchange for campaign funds. she denied it and announced she would retire at the end of her term. prosecutors said she had until tie to resign and the case wouldn't go to trial. that didn't happen so it is set to go to tri

d.a. as she begins to prove she is equipped to fill the position. hours after mayor london breed made the announcement yesterday, brooke jenkins spoke to nbc bay area and talked about what she looks to accomplish when in office. >> i first want to accomplish setting a new town in san francisco. i think there was the belief that we are in different to crime and simply tolerant of it because this is a big city. i want to change that tone and set a new tone where people understand, no, we are not indifferent to crime and there is accountability. if you commit crime here, there are consequences. i think setting that new tone will be the first step in pursuing change. >> reporter: jenkins has more of a prosecutorialbut it is noted she does not have any managerial experience. her strength will bring a balance between accountability and reform and let's listen to what she has to say about how she will strike the balance. >> that is a tough balance but one i believe we can achieve. we have to make sure we are dedicated to finding which offenders are serious about turning around their lives and who are appropriate for that being an avenue. and putting them
