. >> cnn's joe johns joins us live from hazard, kentucky. joe, you showed us the devastation earlier today. how are things at this hour? >> reporter: i've got to tell you, we're seeing a search and rescue mission that continues and is expected to continue possibly for weeks, as the search and rescue personnel, including a lot of volunteers, go into all the nooks and crannies, the hollers, along the streams all over eastern kentucky, trying to find out how many people may have been killed, how many people are injured, how many people need to be evacuated over to the shelters. as far as property damage goes, it really just runs the spectrum. and it's fascinating, because you have hundreds of people who have lost their homes and then you have structures that have gotten major damage but are still standing. a good example here, this general store has been here 50 years. it's still standing, even though the waters came through and did a huge amount of damage. you can see in the distance there, basically took off the floor. and what looks like the

cnn's joe johns is in hazard, kentucky, this morning. joe, i wonder what you're seeing there. it really goes beyond description some of this. >> reporter: it certainly does, jim. and this is the road that goes right along the aptly named troublesome creek in eastern kentucky. and the debris, if you look at it, really starts to tell the story. in the distance there we can see what appears to be a structure that was destroyed. closer here in the foreground we see what appears to be a metal roof, twisted on the ground. lines down. it goes on to this tree, more of a structure, and all the way down troublesome creek. as far as how high this water was at its peak, one firefighter told me that at that time the water would have gone over my head as i stand here on the road. for every person who has experienced this flash flood in eastern virginia -- in eastern kentucky, there is a different story. listen. >> you better be getting some col clothes on, getting your backpack, because we got to get out of here. when i told the neighbors, it wept went from the back of the trailer to the ca

>> joe johns in kentucky, thank you very much. joining us is the governor of kentucky. thank you for joining us. what's the latest you can tell us right now? >> i just finished an aerial tour. it is devastating. this is a type of flood that even an area of flooding has never seen in our lifetime. hundreds of homes wiped away with nothing left. as we silt here right now the off official count that we have lost is 16. i believe we have at least six children, six dead children. that are families in the communities are missing. >> governor, you have said that the death toll will continue to rise. what are you bracing for coming to this loss of life? >> we think that certainly it could potentially double. there are so many areas we can't get to. the water hasn't crested in eastern kentucky. we can't get in to some hollers and see who is there. people are scared because they can't reach the relatives with cell phone service down. water systems overwhelmed. so we are in search and rescue for an ongoing disaster. in the days ahead as the water goes down we'll turn to rebuilding

we do want to begin with cnn's joe johns who is live in eastern kentucky, joining us with more on that historic flooding there. joe, good morning. >> reporter: good morning. grim business here in eastern kentucky. i talked to a family just a little while ago who described a heartbreaking situation. in the first place, they live up high, and as you talk to people around here, for many people the difference between losing a house and having a home, the difference between life or death simply had to do with how high up your house sat here in eastern kentucky. and they describe the situation where after the rains came and the flash flood started building, they could hear the cries of neighbors, people calling for help. but they couldn't help them because they couldn't get across the water. so concerning situation certainly for everybody here. meanwhile, you talked a little bit about the governor. we're told that he did postpone an earlier flyover today simply out of concerns about the weather apparently going to go at a later time and going to brief reporters. he did get a commitment from

joe johns is in kentucky with the latest. >> reporter: a race to rescue those still stranded in eastern kentucky and what the governor says will end up being one of the most significant deadly floods in years. >> unfortunately i expect double digit deaths in this flooding, that is something that we rarely see. >> reporter: the water so high you can only see the roof of this home. many others submerged up to the windows. a relentless stalled storm front dumped more than 8 inches of rain in the area overnight, raging waters swept away homes and cars. >> i didn't think that it would get, you know, that high. >> reporter: this couple barely got out of their home in time. >> he said you better be getting your clothes and backpack because we got to get out of here. by the time we got up to the neighbors, it was -- it had went from the back of the trailer to the carport. >> reporter: the creek side town appears to be submerged in water. governor beshear declared a statewide state of emergency and announced the first confirmed deaths, a woman in her 80s in perry county and at least two others.
