carlos suarez has more. >> reporter: rescues are taking place well into the night.he army is working alongside firefighters, law enforcement and other neighbors who live out here trying to get all of these folks that might be stranded out of their homes. this is how the entire day has looked out in this part of sarasota county. every few minutes, one of these boats will pull up with someone who has been stranded in their home because of the floodwaters out here. the soldiers here will pick that boats up and they will take everyone out, their luggage, you can see that woman there has two doc dogs with her, all of this the result of severe flooding still being experienced in this part of southwest florida. hurricane ian dumped several inches of rain and that has left this part still under water. we're expecting this kind of scene to continue in large part because the water levels out here are not expected to recede until then. the big question into the night is how long these folks will be able it to go out on to these streets and neighborhoods. there are people that

here is carlo suarez. >> reporter: it's been four weeks since hurricane ian hit florida, and the pileod and outside her north ft. myers house grows by the day. most of what she owned is ruined. and most of the home she lived in for 17 years is gone. we first met here last month, days after the storm. >> this is my home. >> reporter: she is living in a rented rv parked in her yard. >> all these areas that hug up to the river, you go back there and nothing has been cleaned up. >> reporter: kianna and her two kids are living at a shelter, their second after ian left them without a place to call home. she said she turned down fema money over fears the financial hub will not be there forever. instead, she's hoping the red cross can help her find a permanent place to stay. what happens if home isn't here in ft. myers? >> i'm willing to relocate. i don't have to be here. wherever i can go with my kids to be in a stable, safe situation and an environment of our own, i'm all for that. >> reporter: parts of lee county, including ft. myers beach, still don't have power and running water. access

. >> carlos suarez is standing by with some of the lucky students in florida. >> reporter: that's right. the collier county school district tells us all of their schools have power, they've all been cleaned and they are all going to welcome students later today. exactly how many of the 50,000 students enrolled in this district are going to come back, it is still unclear. we're told that a community event yesterday at a donation drive some teachers in the district said that some of their students were telling their teachers good-bye. telling them the families were forced to move because they lost everything in this storm. now up in lee county, just to the north of us here, it's unclear exactly when any of the 90,000 students there are going to be returning to the classroom. the school district tells us over 50% of their school sites suffered some type of damage and some of the locations are still being used as a hurricane shelter. and a bit further north in collier county, officials there have said those schools there are going to be closed until, quote -- until further notice, rather. p

cnn's carlos suarez is in fort myers beach.ou about their road to recovery? >> reporter: well, bianna and victor, the folks that we have talked to for the better part of the last three days tell us that this recovery effort, the progress out here has been slow. there is a great deal of frustration when talking about the degree of debris, the garbage that covers the neighborhood -- the neighborhoods, rather, across southwest florida. getting on to fort myers beach is still an issue as well as sanibel. residents can only come out here five days throughout the week from 9:00 in the morning until 5:00 in the afternoon and then they have to get out. over 500 people are still living in one shelter and according to fema over $1.2 billion worth of federal aid has already been made available to survivors. now, in north fort myers and fort myers the stories we heard from folks there are homeowners, some that already have some of the relief claims in that don't have any homeowners insurance, they said that they've already started to see s

carlos suarez, thank you so much. >>> for more from lee county, let's bring in a member of the ft. myers beach town council. we should note that your community facebook page encouraged residents in high risk flood zones to leave last monday, two days before ian's landfall. the mayor of ft. myers beach told cnn that he didn't want to get involved in any controversy over the evacuation timing in your county saying it is a political fight. but obviously with every storm lessons can be learned. 54 people in lee county are dead. this storm didn't discriminate between political parties. is there a lesson to be learned here about evacuation? >> well, i think that there is. i was in a building at the tip of the speer of the hurricane on ft. myers beach, we were right on the ocean. i was on the ninth floor. we knew the hurricane was coming. we knew it was trending south. we knew that long in advance. no one -- at the point that it hit, we thought we were still on the edge of the cone in ft. myers beach. and people just did not know. the weather folks didn't know it was going to be a cat 4.

cnn's carlos suarez in fort lauderdale. stand by. to bring in cnn legal analyst paul cowen and joey jackson. paul, what do you make of the verdict these jurors reached today, life in prison without the possibility of parole? >> it was really a shocking development, i thought, because here you have a young man who pled guilty. he admitted to killing 17 people. he admitted to attempted murder charges against 17. he never asserted an insanity defense of any kind. and yet in the face of that the jury found not only was this a cold calculated premeditated and cruelest kind of murder you could possibly imagine but that the mitigating circumstances were absolutely minimal as far as the evidence was and yet they handed down such a light sentence. i think everybody who looked at the case thought there would be a death penalty. and the second thing that i thought was very surprising was with so many victims, with so many families affected by this the jury didn't spend longer to try to reach this conclusion. a minority of these jurors really di

cnn's carlos suarez is outside of the courthouse in fort lauderdale. what more could you tell us about this? >> reporter: so we're expecting that the jury's verdict will be read in court at 10:30 this morning. they only spent a single day deliberating whether or not nikolas cruz is going to dry for his actions at marjorie stoneman d douglas. one of the last things they did yesterday was ask to see the ar-15 that cruz used to kill 17 people in parkland, florida. the jury's decision on death does have to be unanimous. so they all have to agree that cruz should die for these murders. if there is a holdout in my of the charges, then cruz would be essentially told that he will have to spend the rest of his life in prison. the deliberation process really, again, was quite, quite short. we were expecting this could take a few more days because each of the 17 counts have four pages worth of questions. however, word came this morning that shortly after the jury took a look at that ar-15, they have reached a decision. we're expecting that to be read at 10:30 in

carlos suarez is there in florida.this new information? >> reporter: well, bianna, good morning. so the family members, they're upset and it appears that several members of the jury are also upset. there is say 1:30 hearing scheduled for today where the state, the prosecution is going to ask the lawmak enforcement t investigate one juror saying they felt threatened during deliberation. according to wfor here in miami, there were three no votes against the death penalty. one of them appears was steadfast in their decision. the family members yesterday, they all expressed a great deal of frustration and anger about the jury's decision. a lot of them were surprised by the fact that the jury only deliberated for about a day. here now are one of the parkland family members. >> i just don't understand how quickly they came to this decision. they had time and they really should have gone through the evidence, it almost makes me feel like there was somebody that already had this notion that they were going to have life in pris

let's begin this hour with carlos suarez. just for people to be clear, that's an access point to pine island, right? business owners and residents are getting to go back and see firsthand the damage? >> reporter: that is exactly right, poppy. there are two things happening now across southwest florida. first, the folks who live on san able island, this morning for the very first time, the folks who live there get their first opportunity to go back home since that storm hit. emergency official are being strict with how folks can get back out. you have to do it by private boat, you have to have a special pass. residents are being told you can only take one guest. they're going to allow the folks to be there for a few hours, then they have to come back. state official are trying to reconstruction that causeway that was wiped out. here in matlacha, eastbound taking to boats to get to pine island, a barrier island. they just have been showing up here at matlacha, and boat captains are saying if you need a ride, we'll take you over

and carlos suarez is on pine island. kaitlan, obviously the president speaking, some issues with the signal. this is something the president has done before, has done just in the last several days, having gone to puerto rico after fiona. what did you hear there that stood out? >> reporter: the president was making clear he's still in florida as the scale of the loss of what has happened is coming into clearer view. he talked about ft. myers where we are standing now, president is just down the road. this is all in lee county which has seen the worst of the death toll since the storm -- since hurricane ian hit. the president talking about not just the death toll as that is coming in but the magnitude of the loss here because he said he got this aerial tour that he and the first lady went on in a helicopter to see all of the damage from above. that's how you can really get the best estimate besides just driving down the road and seeing what we're seeing, seeing the boats that are in a place where boats are not supposed to
