thompson: thank you, madam speaker. madam speaker, i rise today to recognize colonel halstrom of woodland, pennsylvania, for his distinguished military service. he's retiring from the pennsylvania air national guard after 36 years of service to our nation and to pennsylvania. colonel halstrom has served in the air national guard since 1985 and today is commander of the 193rd special operations medical group. he served this country and several missions including operations desert storm, continuing hope, enduring freedom and iraqi freedom. colonel halstrom also served the rank of chief flight sergeant by logging more than 173 combat hours. in addition to being a commanding officer in the air national guard, colonel halstrom is also a physician where he practices physical medicine, rehabilitation and pain m medicine. madam speaker, please join me in congratulating him on his many years of service. we understand freedom is not free. on behalf of a grateful nation, we thank him for his service and his commitment to our count

madam chair. >> good afternoon, director ison. >> madam chair. members of committee, thank you very much for taking this item out of order. i did want to appear in front of you today to make a few opening remarks. introduce you to our team. shortly, you'll be hearing from julian robinson. he's our incoming workers compensation director on the details of this contract but i would like to just make a few brief statements and then we'll hear from julian. this $29 million contract supports the city in providing critical workers compensation administration services for our employees. it's a mouth full but it has to do with employees who are injured at work and file claims with the city and the work that commences from that point resulting in payments to injured workers until they can come back to work is the essential work of our workers' compensation division. as you know, we're the second largest employer in san francisco just behind ucff, we're among the largest self-insurance workers' compensation in california so this is a big effort that resides
