michael -- michael, we spoke the last time the president gave an address about democracy, and the context for it, and how unprecedented it is. this speech seemed, in some senses, more specific about the developments that we're seeing everywhere from the arizona poll stalkers to the secretaries of state who refuse to say that they accept the elections. what do you view as the key takeaway of the speech tonight? >> well, he was absolutely candid, he was absolutely right. because as you know, chris, six nights from now, we could all be discussing violence all over this country. there's signs that may happen, may god forbid, that losers will be declared winners by a fraudulent election officers, or a secretary of state candidates, or governors, or state legislatures. we could be six days away from losing our rule of law, and losing a situation where we have elections that we all can rely on. you know, those are the foundation stones of democracy. so, if biden had gone on the air tonight and said, biggest thing we have to worry about is marginal tax, or something like that, well, it is important, but what significant presidents do, i think you'll agree, we both write history, you and i. 1860, lincoln didn't say biggest issue was -- colleges, although he felt strongly. he said the country can't survive half slave and half free. 1940, franklin roosevelt didn't say, you know, the biggest thing i'm worried about is -- policy. foreign policy was important to him, but it what he did say was, never before, since jamestown and plymouth rock has america been in such danger. joe biden is saying the same thing tonight, and a historian 50 years from now, if historians are allowed to write in this country, and if they're still free publishing houses and a free press, which i'm not certain of, but if that is true, a historian will say what was next date tonight and this week was the fact whether we will be a mobocracy in the future, whether our children will be arrested and conceivably killed -- were on the edge of a brutal authoritarian system, and it could be a week away. >> you really think it's a week away, possibly? >> possibly. because, you know, one of the safeguards that protect our democracy -- being able to have elections where you vote someone out to misbehaves. instead, what we see -- what you are, for instance, rightly mentioning about the candidate for governor in wisconsin, saying, elected me governor, you'll never -- republicans will always be elected to henceforth and our state. well, hitler and mussolini didn't even bother to say that. yet, 1934, mussolini had an election, and how did it go? well, lucia's party got 99% of the vote. 1936, hitler's party entered an election, which he called free and fair, which was a corrupt fraud. it was party one with 98% of the. that's what happens in autocracies. and it can happen very fast. >> yeah. if you look to our own history, of course, the jim crow south was a one party state for decades. within the structure of what we call american democracy, though, it was essentially an authoritarian one. -- state within the state. i thought of another moment in history tonight which was an 1871, when the northern republican, radical republican from massachusetts get a speech in the house, and was accused by his democratic opponents of, quote, waving the bloody shirt. he didn't actually do that, but he talked about planned violence directed at republican officials and free blacks in the south, and waving the bloody shirt came to mean, oh, you're going on and on about this democracy stuff again. i thought about that, because it ended up being an effective pitch by democrats who would go on to find real success and subsequent men terms. and i think you see some of that both from the mainstream press and from the republican party, about this democracy concern. like, you're waving the bloody shirt, are we talking about this again? i wonder what you think the sort of resonance historically of it is. >> well, it has the advantage of being true. i hope it doesn't happen, but there's at least a significant chance that this country could be consumed by violence all over the next week. after this election. i hope it doesn't happen. and the difference between 1871 and now is, groups that wanted to generate violent -- violence against black people and others, they didn't have social media. so they couldn't connect with each other, and aggravate each other, and conspire, and plan. now, you've got social media and all these groups all over the united states can get in touch with each other instantly, and plan something nationally that could be very dangerous and would be the opposite of what you and i think of as a peaceful democracy. again, i hope this never happens. >> all right. michael, thank you very much. sobering. >> thanks, chris. >> i'm joined by senator amy -- democrat from minnesota. i don't want to sound naive. i think my modal prediction for things as a bit brighter than that i hope. that's a worst-case scenario. what do you think about the presidents message, and what are your hopes for the next six days and for election night? michael maloof. michael, it's good to have you on the program today. now, what is your impression of this whole situation? given all of the statements that we've heard so far? it sounds like it was debris that fell. we don't even know that it was an entire missile that landed in poland or whether it was debris from some other activity within ukraine that has not been ascertained. the, the can, the parts can be analyzed, but it's going to take time. the question is, who will believe, who's in the analysts of the components of the, of the, of the parts that were, that were found. also, you gotta keep in mind that the ukraine uses a lot of a lot of the weaponry that is russian. so it's this just to start pointing fingers without any analysis at all. they're responsible. it's clearly not an article 5 episode that really requires intent. and i think that this is what, what is going to be the overriding issue here was intent. there was no intent by russia to attack poland. and also it went to a far farmland area, the components, whatever they were, whether it was a whole missile or just fragments. so we just, we just don't have all the facts as you, as kayla pointed out. so we a, an article for is probably going to be something where the science do get together . i don't believe that any of the members, well, you will not get unanimity among all the members. for an article, you will probably at least get an article for to get the fax and get briefed. and that's important. that's fine. and i think too, it should be a, an opportunity for the members of nato to insist with both sides. don't hold your skirmishes. so close to the borders. very simple. and you see the effect, as you pointed out, the close, the skirmish was 7070 clicks away and that's a long that's a long way for a piece of scrap to, to, to travel. and i think that this is something that needs to be taken into consideration as well as analysis of the couple of the components themselves. right . and you certainly mentioned the need for all of those just investigations, but also the need for further analysis. and as we've seen so far, the media has really taken this and they have capitalized on this claim that it was called, unquote, russian missiles. and of course, that was citing these anonymous us officials. so what do you make of that reaction? and at the end of the day, who is benefiting from something like this was it's meant and designed to to make ukraine. ready look like the victim and, and the poland like the victim. and it could have been either side, in an inadvertent episode that they created this condition. it's very sad that people lost their lives over us, but it was not deliberate was not intentional. i think it, it's something that we, that needs to be taken into, into account by, by both belligerents to, to move away from the borders to avoid this very same problem. but it's clear that clearly there was no intent showing in what happened here. and i and the, the allies need to lead to put everything under close scrutiny. and to be very, very careful. i know the united states, the pentagon, i heard kirby a little little earlier who's now the national security spokesman. he, he cautioned very, very carefully. he says, whatever the united states wants to do, that's what nader was probably going to do. so the burden is on the united states to be very, very cautious. this is a, this is a monumental moment. but at the same time, it's very clear from the circumstances that i see that this was a very terrible accident, and that it should be looked at, examined and learned, and lessons learned from it. now you mentioned the response from the united states there. what do you make of the fact that those initial articles were citing these quote, unquote us officials. but then the pentagon is immediately coming out and saying they can not confirm that these were russian missiles. and at the same time, you have russia coming out and saying that these are not even armaments that they use currently. what do you make of the fact that the u. s. has shown some restraint there? well, i think it's important in there on the record, in saying that they were not off the record. these off the record so called government spokesman, could get us engaged in a war and race hysteria. it already has got the, the corporate media all fired up, claiming that it's all the components were rushed. russian. we don't know that we have no idea what, what they are and what they're to. it could be some piece of equipment from something that the ukrainian got from the west, who knows, who knows. we have no idea. right. and now when it comes to the members of nato, who have taken that, that you call for article 5, which is a very serious decision. and as you mentioned there is that need for intent there. what do you make of those calls so soon before we've even had a chance to see a thorough investigation carried out here. reminds me a ready fire aim. we gotta be very careful because the next step in this is something that could involve a world war. and that's what we are trying to avoid at all costs. this thing could easily mushroom. this is a where we're at a very recent important crossroads. and we've got to tread very, very carefully on this. and this should go before the you in the un should appoint examiners of the equipment, ensure that are that the debris rather to ensure some objectivity so that both sides can accept certain conclusions. and that's what right now you don't have either side of trusting the other and their so called experts. so we really don't know. the only thing we do know is that some debris that fell into a foreign field was not an intent to aim at military targets. whereas the military target, so this, this is hysteria on steroids. right. and certainly there are a lot of questions there and we will continue to follow the story as it continues to unravel. michael maloof, a former senior security policy analyst in the pentagon. thank you so much for your time and insight. thank you. all. now, all of this comes as ukrainian cities remain without electricity after russia has reportedly conducted about $85.00 strikes on ukrainian infrastructure. that's according to authorities in kiev. our t correspondent, mariah garcia, has more details about the blackouts affecting the country. ukrainian government has described the situation with electricity as desperate even bordering on catastrophic into regions in ukraine have been plunged into blackouts. outages of being observed, observed all over the country lowball network operators limiting services in the bid to keep others rubbing, such as basic phone calls in care of half the cities said to be with our power in oil, this is, this is as a result of a massive a volley of cruise missiles and other strokes. of course, ukraine, little by the russian military. the euclidian side with said the claim that $8

well, i think there are warnings to you, the landscape, and against this backdrop, of course, you have the to the, into the heads of the intelligence services, both of the united states and russia meeting and turkey to discuss what i heard about 2 weeks ago was an overture from moscow that they would like to have a cease fire and to, and to have talked to begin. and i think that this may be a warning to zalinski who continues to hesitate and, and who heaps on other conditions or even wanting to have a cease fire to that, that his infrastructure is, is, is in peril. and that it could be the beginning of, of a much larger campaign of, of what of a winter effort to do to take, take it back at the altogether. so i think that moscow sent him warnings on the one hand, but also trying to give the united states and the allies a chance to convince zelinski to sit down and start talking. this comes of course as the g 20 summit has carney on the way and bali. do you think that this will affect the direction of talks in bali? michael pillsbury. michael, so great to have you on, as always. we had gordon chang, another chinese expert on, a few weeks ago, and he thought that military conflict with china was a real possibility even within the next year, and so now we have this admirable -- admiral giving us a warning and also saying we're not prepared militarily for this kind of a conflict. so, first of all, how unusual is it that we're getting this kind of warning from a u.s. navy admiral? >> it's very unusual because he's not just a navied a miller, he's the head of our strategic forests. he's responsible -- forces. he's responsible for maintaining the nuclear balance of power between ourselves, russia and china. so this kind of warning is very serious. it's not a warning of immediate conflict or war that we should all just jump in our shelters now, it's a warning that the long-term trend, especially since this past year, is in favor of china becoming the dominant military power in the world. now, that's in peacetime as well as in a possible war. and the key issue here is the strange silos that china taliban to dig out in far western concern began to dig out in far western china a world or two ago. they told the world this is for wind turbine power, we're going to put these big wind turbines in here, then they began to test icbms with a lot of warheads on. so the admiral is making the calculation, which is probably correct, 360 silos, 10 war highways per missile -- warheads per per per missile, that puts china ahead of both russia and america in the balance of power. not that there'd be a war, but you could coerce people, you could try to dominate them, force them to do things because you were superior. you were, like, the number one bully in the world. and we tried to keep it equal between ourselves and the russians and also have stability talks, confidence-building measures, meetings all the time. we having none of that with china. rachel: yeah. we've been doing report after report on this show about our military not being prepared. so here we have this situation that is very alarming and, by the way, it sounds line our leaders were caught flat footed in terms of this expansion by the chinese. why don't you address that. how did our leaders get lulled into not seeing? if is that elite capture by the chinese government? what's happening?
