san francisco. can you explain what the proposed bill would do? >> reporter: this is proposed by an assembly member from los angeles. right now b.a.r.t. police if they cite someone three times, after that they have the discretion to charge someone with a misdemeanor in the criminal court system not on the civil side. if this law makes it through the senate, it already passed the assembly. if it continues through the senate and is signed by the governor it would basically preclude b.a.r.t. police from charging a misdemeanor and would preclude any law enforcement agency across the state from charging a misdemeanor to a fare evader. the board voted 5-3 in opposition to this basically a resolution voicing opposition to this legislation. the president of the b.a.r.t. board of directors said she esn't believe this will make it through the senate and get signed by the governor into law so she said she didn't see any point in b.a.r.t. taking a position on this bill. >> so the board of directors obviously not all on the same page. you did talk to b.a.r.t. police as well. what are they telling you? >>
