[applause] i know tonight, in some region of our country, people are in genuine economic distrust. i hear the. earlier this month, kathy blackwell of massachusetts, wrote me about what can happen when the economy slows down. saying, my heart is aching. i think that you should know your people out here are hurting badly. i understand, and i'm not unrealistic about the future. there are reasons to be optimistic about our economy. first, we don't have to fight double digit inflation. second, most industries won't have to make big cuts in production, because they don't have big inventories piled up. third, our exports are running solid and strong. in fact, american businesses are exporting at a record rate. so, let's put these times in perspective. together, since 1981, we've created almost 20 million jobs. cut inflation in half, and cut interest rates in half. yes, the largest peacetime economic expansion history has been temporarily interrupted but our economy is still over twice as lar

or just rural america and this kind of take away that rural america is in decline. you know, you got to footnote that, i would actually that rural america is thriving on a number of different metrics but that there are certain regions that are in trouble and they're in a very different situation for economic, social and to a certain extent cultural reasons. so one thing that was really clear to was that this idea of rural america in decline really was actually a story about parts of america. one being appalachia, which is which is in trouble, and the other the deep south. and these are places that are economically depressed. they have significantly lower percentages of the population with a bachelor's degree or above. and there is not as much of knowledge industry is coming in to them. and i spent spend a little time with that in a moment. and so that's i think, a very different story than if you look at, for example, you know, the the eastern seaboard. if you look at the coastal west, if you look at the midwest, which is on so many different metrics, i mean, the he

partnership or central america to create good jobs in the region under central america forward, companies have committed to invest over 4.2 billion dollars in the region and these investors are creating jobs and have connected 4 million people to the internet and brought more than one million people to the formal financial economy they have trained almost 500,000 people workforce skills including digital and language skills. it's not just about investment alone. our private sector engagement, we are aiming to use it to reinforce the importance of the rule of law and good governance. through that, the state department and the partnership of central america recently launched the good governance, good jobs joint check -- declaration and the idea being to hold individuals accountable and hold companies accountable with the ability to force companies to exit the partnership if they are not living up to that pledge. i would briefly -- i've talked about the strategy but migration management very much complements the strategy. a little over a year ago, the u.s. and 20 countries endorsed los angel
