cnn's ivan watson is live in new delhi. we're learning president biden commented on xi's absence. what's he saying? >> reporter: he sure did. and before the summit he said he was disappoint had xi jinping was pulling out and sending his premiere instead, and he was asked again about this today. this is what the u.s. president said in response. >> it would be nice to have him here. >> reporter: now, fredricka, there was a lot of concern going into this summit that the g20, the combined governments, would not be able to come to agreement on a statement. but, in fact, they did. and one of the key issues that was addressed in the beginning was the war in ukraine. however, the ukrainians who are not present at the summit are unhappy that the criticism of russia was watered down. in fact, russia was not specifically mentioned. instead, there was a statement that no country should be able to invade another country and an annex its territory and that the war in ukraine is having an effect, a negative effect on the global economy, particularly on poorer countries. some of the fact that thi

ivan watson, thank you very much. let's discuss this more with democratic congressman on the house intelligence committee and ranking member on the house select committee on the chinese communist party. great to see you as always. thanks for being here. let's get your reaction to the statement from the g20 that avoids condemning russia for the war in ukraine. what's going on there? are you concerned that this could have some effect on supports for the ukrainians? what do you think? >> i don't think it will support support for the ukrainians, but i would have liked to have seen stronger language. they made it very clear that nobody should violate another country's sovereignty, but they didn't come out and say russia was the aggressor. on the other hand, that possibly would have meant there would have been no communique which might have been worse than having something. i think their other achievements with the communique and rail and seaport deal are significant, as well. >> yeah, but what message does this send to vla

. >> joined by cnn senior international correspondent ivan watson and anna coren is in han eye. an, ukraine is not happy with the g20 statement on the war, saying the groups member could have nothing to be proud of. tell us what is in the statement and what's not in this declaration. >> reporter: right. the biggest sticking point and the biggest point of contention in this meeting in new delhi was the war in ukraine. russia's full-scale invasion of ukraine. i know that because the top indian official who was kind of leading negotiations in place of the prime minister of india, he put out a tweet saying that this was the most complex part of the entire g20 bringing consensus on russia and ukraine. these geopolitical paragraphs in the joint statement that was put out was done over 200 hours of non-stop negotiations, 300 bilateral meetings, and 15 drafts. so that gives you a sense of how much work went into it. there was a lot of concern that maybe the gathered governments here would not be able to agree on a consensus document. in the end, they is. and what it did, what the ukraini

cnn's ivan watson is live in new delhi, india, with more. ies reach a stronger declaration? >> reporter: well, omar, the ukraine war, this was the most charred issued at this weekend of global diplomacy here in new delhi. the indian hosts, they say that to reach the consensus agreement that was finally published which had a segment on ukraine, it required more than 200 hours of nonstop negotiations, 300 bilateral meetings and 15 different drafts. basically, part of this has to do with the fact that russia and china are members of the g20. the group of the world's 20 largest economies. russia is not going to want to have itself condemned for its full-scale invasion of ukraine, even though there were a lot of strong supporters of ukraine that came to this meeting, condemning russia's ongoing war there. and china is a close ally of russia as well. the russian government, the foreign minister who attended here in new delhi, instead of vladimir putin who is the whatted for alleged war crimes, sergey lavrov, he's been taking a victory lap sayinging

let's turn to cnn's ivan watson for more on this. ivan, what's going on? where is he?e hasn't been seen in public sense august 29th, and he didn't show up at a meeting with senior vietnamese military officials that was scheduled around september 7th. there was never any public explanation for why. so there were questions asked of the chinese foreign ministry today, where is the defense minister? is he under investigation, and the morn ministry spokesperson said i'm not aware of this situation. meanwhile, the reuters news agency, it has ten sources saying that the defense minister is actually being investigated, and it has to do with military procurement, which he used to be in charge of before he got this current job. now, you've got the u.s. ambassador to japan, that's rahm emanuel. he's basically been trolling the chinese government on twitter, on x. last week, he had this post, where he said "president xi's cabinet lineup, that's president xi jinping of china, is now resembling agatha christy's novel "and then there were none." what is he referring to? well, back in

let's bring in ivan watson live for us in new delhi. president biden commented on president xi's absence. what more is he saying? >> reporter: i lost you just a little bit at the end there, but there were real concerns going into this summit that the gathered leaders would not be able to come to any form of agreement, in part because of the ukraine war, because vladimir putin isn't attending because he's wanted for alleged war crimes. xi jinping cancelled at the last minute. but in the end, everybody was able to agree on a common statement. it stopped short of condemning russia, but it did go deep into the ukraine war, saying that all states must refrain from the use of force to seek territorial acquisition, that threat of nuclear weapons is inadmissible and that the geopolitical security issues can hurt the entire economy and that the ukraine war is having a terrible impact on the economy and particularly on the world's poorest countries. ukraine isn't happy with this. its foreign ministry said this hasn't gone far enough, there's noth

ivan watson is there live in new delhi, we hear that the president has commented on president xi's absence. what did he say? >> yes, before the summit, he said he was disappointed that the chinese leader would not be here, and he was asked again about this during the summit. take a listen to his answer. >> president biden, does president xi's absence impact the summit? >> it would be nice to have him here. >> so you have it there, now, the chinese government never had given an explanation why xi jinping did not attend this g-20 summit for the first time since he took power, nearly a decade ago, so there was some real concern that the assembled leaders here would not be able to come to some kind of consensus. in fact, the g-20 was able to announce a joint statement, and one of the first issues on the agenda was the war in ukraine. it stopped short of condemning russia. it didn't even really mention russia by name. but it did go on to say that all countries should refrain from use of force, to try to acquire territory from another country, that the threat of nuclear weapons is inadmissible a
