this is what the sfpd pd team put into the policy. we also looked to the international association of chief of police as they had guidelines for departments developing foot pursuit policies that they last updated in 2019. so we all reviewed that and made sure that the issues were addressed in this policy. we've had extensive meetings on this topic with the unit. we learned that when officers are given a list of what they cannot do, they tend to freeze in these rapidly evolving encounters. so we agreed that it would be best for officers just to give them guidance on what they can do and should do and give them tactical instructions on how to conclude foot pursuits as safely as possible for everyone involved. and so this foot pursuit policy, i think is the most permissive one in the country. it gives officers ultimate discretion. it doesn't ban foot pursuit policies under any circumstance . it's the only criteria is that they they be reasonable, which officers are required to act reasonably when they use force in every aspect of policin

so the mayor is saying more freedom for sfpd. is this just big talk before an election year, or does mayor breed's plan have some real teeth to it? >> i think the plan has some real teeth in it. it's unfortunate that it took this long for san francisco to come to the realization that these things need to be done. there are some concerns with some of her requests. but i believe it's absolutely necessary, and the one thing that i did not hear either mayor say was to request mutual aid. both the resolutions are long-term resolutions. for example, in oakland, a police academy, before you get that officer on the street alone, it's a year from the time that they're hired, and they still have to get the academies going. there's a substantial failure rate. i just think these things needed to have been addressed and active years ago. i mean better now than never, but i think this is woefully late in the game. >> you know how this works. politics are involved. a few years ago, mayor breed backed that proposal to redirect $120 million away

so the current currently sfpd is in the configuration stage of implementing center. we ran an procurement process and select central square for our implementation. again, an off the shelf system. this is a big transformation for sfpd, who has built out a lot of their systems or we've built a lot of the systems that we had in house for about ten years and realized, well, we really are better at fighting crime, not being a software development company. and so we made that shift. and so central square includes a case management system as well that is something that right now we have case tracking. so we know what cases are assigned and to whom. but that's about the extent of it. the case management system would be something that our our investigators can use as a tool to help them look at where the evidence is, what results, what the crime lab is finding, what there there's just a lot of opportunity there. and a lot of opportunity for analytical. outcomes or ability to analyze those data as as they come online. and we have no idea what we'll be able to do in the future.

agencies mta in particular, and the sfpd maintains a presence on social media. a notable example is valencia street. we worked with mta to educate through social [indiscernible] we did lots of traffic stops that result in advicement to get the community oriented to the changes. i like to high height one of the educational methods are traffic stops that result in warnings only and i think that sometimes that component is missing from the conversation. i'll discuss in more depth. in the first two quarters of 2023 did 1600 plus stops that resulted in warnings and advisements and effort to educate the community and positively impact traffic safety. we are focused on changing behavior and educational enforcement is a means of achieving that goal. also used very traditional enforcement included many directed operations supervisor mandelman mentioned and these directives enforcement operations are planned and target specific issues. much of this directed operation come as a result of community feedback, city agency feedback and examination of high injury corridors. the
