cnn's manu raju and melanie zanona joins us from capitol hill.anu, what are you hearing this morning about this vote and the potential that he may be expelled? >> reporter: look, i'm asking dozens of republicans walking into this conference meeting behind me how they will vote. many simply say they don't know, others won't say at all which shows you how uncertain it is about whether there are the two-thirds majority to expel george santos from the house of representatives. it would require 77 republicans assuming all members are here and voting, to get there. we don't have 77 republicans who have publicly announced where they will go and the republican leadership is expected to oppose it but they are not whipping their members. they say you can vote your conscience which is making it uncertain whether george santos will become the first member ever to be expelled who has not been convicted of a crime and who is not part of the confederacy. in talking to those members it is clear that opinions about santos and his conduct span the ga gamut. >> we

let's talk with melanie zanona on capitol hill. get us up to speed here. >> this was an historic and stung moment here on capitol hill no one really knew what the outcome was going to be. there was some positive signs for santos this morning after all top republican leaders said they were going to vote against expelling him. we're learning about a new development that occurred that helped impact some votes and flipped them to support expelling george santos. max miller, ohio republican, informed his colleagues in a letter this morning that santos stole from him and his family. so max miller decided to donate to santos when he was a congressional candidate. miller is jewish and saud he thought at the time he was supporting another jewish candidate because as you remember, santos lied about being jewish. but earlier this year, miller learned that santos had charged his credit card and his mother's credit card above the legal limit, thousands of dollars more than what they authorized and without their knowledge. and miller had to spen

melanie zanona has more. >> reporter: there is growing doubt in washington that congress will be able to pass a package for additional aid for israel and ukraine at least before the end of the year. at issue here is a complicated debate over the border. republicans are insisting that stricter immigration and border security provisions be attached to any additional aid for ukraine. there was a working group, a bipartisan group, that was trying to hammer out a deal on the border, but we're told that over the weekend those talks hit an impasse. so we'll see where the discussion goes from here. now, chuck schumer has signaled that he will just put a package on the floor to provide aid for israel and ukraine without the additional provisions and essentially dare republicans to vote against it. so far republicans are saying that they are not backing off. >> this side of the aisle has been clear that it must include funding and policy reforms to address the crisis at the southern border. and if that doesn't happen, we will not proceed. >> democrats want to be reasonable on him grace. we -- i
