can i ask what coordination dbe has been undertake working with planning to resolve this issue? well um, in response to the comments that the appellant just made. so they're referring to comments on the plan check from may 27th, 2022. the person that came to the counter, they admitted earlier is no longer associated with the property. uh, justin, they're saying he's no longer connected with this property, so he's he's speaking to, um, interaction with our department by somebody who no longer even represents them at and, um, and what i'm hearing is complete denial about all of the violations we have listed. so how is there going to be, um, um , a solution from the property owner to file the proper permits, move them forward timely. so i would hope that you would uphold the order to encourage them to do that. i completely understand, but the question i asked was what coordination is dbe undertaking with planning to help resolve this issue? because what i'm hearing from the appellant is that there is and you have said that is a stall tactic. so i just want to understand how we're c

so we have actually quite a strong protocol around those issues with dbe inspectors.um, particularly matt green right now, who's the acting director of building inspection right now or the inspection side. that's very good to hear. um, i'm certainly encouraged by what i hear. and again, the collaboration i see, i think part of it is just, you know, when we are working in the weeds and you even heard me, like, using the wrong language, it's like, well, it's not a registry. it's an inventory. noted. hopefully i'll remember that. um, so i can only imagine if i'm like in a unit and i'm just trying to live my life and i'm getting all these notices that are in tiny font because we're trying to cram it all in two pages, front and back. uh, just the confusion. so just how we can even look at our communications to make them clearer, um, how do we look at systems to track things and to do our due diligence, and particularly we may see more, um, demolition of units in the future as our housing stock turns over. and so how do we really prepare to handle that? again? we, as we upz

dbe submitted our grant application to the cec on february 9th of 2023. did require us to finalize the grant agreement and signed by have itned by both cec and dbe by june 30th of 2023 to ensure that the funding that was approved in the state budget in yearavailable. so upon receiving the award agreement, dbe prepared the grant package and submitted that to oice review and approval. in september. over there, the comptroller's office requested some corrections to the resolution and supporting documents andwe submitted the revised resolution to the mayor's office for their review in october, and it was submitted to the board on october 31st. so again todval of the retroactive accept and expend grant. i appreciate your time. happy to answer any questions. thanks thank you, vice chair. madam um, thank you, madam chair. um, the board of supervisors passes lots of resolutions urging lots of things and theyofor into the ether and we wonder whether anything is going to come of them. but in this case um, we actually passed a resolution that i and that i believe su

the risk management process are to get them to that necessary level of protection whether it is from dbe, from a loan actor, whatever it may be, it is to protect the people inside that facility. >> but when you have agencies that were in separate the -- separate facilities with different risk levels, how are they asked to show that risk. you are protecting for the highest risk entity, right? >> yes, ma'am. that is a good question. that we hear a lot from the agencies. multi facilities might be five to 10 different agencies in the facility, sometimes 20. and some agencies may be more public facing, more threatened than other agencies in a building. and the tenants of the agencies will tell our folks in the committee, that it is their fault. that is why they are here, maybe if they would move. but that is not the process. you look at everyone in the building, the value of the building, of the agencies in the building, what work they do and that is how we determine the facility security level in coordination with the fse and also the countermeasure recommendations put in place. >> i appreci

um, dbe canceled the permit or actually dbe sent a 60 day notice of cancellation to the project sponsors. once, after we received a request for cancellation from the planning department. so that was the process that triggered this appeal. i would just say that, um, there is a notice of violation here from earlier this year. the as the property owner said they they went ahead and built the addition at the rear without the first addenda being issued. and our notice of violation is actually justrillionequest them to get that addenda issued. and the work, um, to be properly built and inspected. um, this is mostly planning department's concerns, but i'm happy for answer any questions you may have for building. thank you. i don't see any questions. thank you. so we will now move on to public comment. is there anyone in the room to provide public comment? you can both come up to the microphone and if you could, after you're done speaking, if you could fill out a speaker card. so we get your name correct for the minutes, you can get it from alec afterwards. thank you. uh this is narita village.
