services committee. they understand the nature of it. they are from the transportation committee and from armed service committee, that this really is, not to belabor the term but a whole of government approach. first and foremost we need a national coordinator that is empowered, a time saw or so to speak to really get their snorkel rent for the gaps are in authorities and appropriations, but where for example, we could resurrect president bush's 1989 residential directive to what we're asking the president is to make this a presidential issue. then finally i note long answers, but it was incredibly frustrating to me to have secretary austin testify that despite 1.2 trillion in the bipartisan infrastructure deal designed to go to railroads and bridges and of debate was how much of it was social infrastructure versus more traditional hard infrastructure airports and what have you. do you know how much of the went to our shipbuilding capacity? zero. the secretary of defense wasn't even consulted, according to his testimony. so i think that was a tremendous miss. those dollars were going to be spent over some amount of time and we are also
