nbc's sam brock is following this for us.so the governor, governor abbott, has issued a disaster declaration for 60 counties. so where do these fires stand now? what's being done? >> so right now it looks like texas a&m forest service has keyed in on about five fires, the largest of which you just mentioned. the smoke house creek fire, 500,000 acres, 0% containment, that has been the status quo for several hours. we are expecting an update from amarillo officials in the next hour or so. new information to bring to you. we just heard back from border texas officials who say there are upwards, only about 12,000 people. it's the largest in hutchinson county. 20 homes there lost in that area. they say they are working on search and recovery efforts today and damage assessments, at this point, minor injuries that we know of, no confirmed fatalities at this time, but the search and recovery is ongoing. hopefully that maintains. it is also worth pointing out there's a disaster declaration for 60 counties. there were 250 total, and o

sam brock in lauderdale with the story this morning. sam, good morning. >> reporter: good morning. emergency officials this morning describing this as an unfathomable accident. as you said, two kids under the age of eight playing in the sand, digging a hole about 5 to 6 feet deep. it collapsed and trapped them inside. what appears to be dozens of bystanders trying to help. still, they couldn't save that little girl's life. this morning, aerial images show a cavernous home where a and again collapsing under the surface. bystanders jumping in to help. >> reporter: there is about 20 people digging trying to find the child. this cell phone video shows efforts to save the young boy and girl before paramedics arrived, and furiously began digging. the two kids were both under the age of eight. the boy was rescued chest deep in sand and is in stable condition. his younger sister buried beneath him wasn't breathing when they reached her and their efforts to resuscitate her failed. sand holes are by nature unstable with walls that could easily collapse. a similar incident happened on the jer

nbc's sam brock joins us from san francisco. they are near the bay bridge. welcome. how are things in the area today? high, -- >> right now, they're looking at 40 million people across the state of california all the way from los angeles and san diego and ventura appeared to san francisco where i am and sacramento which are under flood alerts. almost the entire state of california is under flood alerts. as far as the concerns, we're talking about excessive flooding not necessarily in the bay area, certainly further to my south. they're santa barbara and oxnard. over my shoulder on the coastal side of things, lots of waves are crashing into the -- that's not normal for san francisco. there have been a few areas so far who have seen some flooding already. that does happen with storms here in san francisco. the bigger concern right now, santa barbara has seen evacuations already at a rare level for excessive rainfall warning for the weather prediction center. that doesn't happen often. when it does happen, alex, you are talking about scenarios where it accounts for 80%
