i'm jack macy, the zero waste program manager, with the environment department. and i'm also joined here with my colleagues, charles sheehan and leo chee. it's my pleasure to present with you the proposed extension of the city's landfill contract. and this is just for landfill disposal. so just want to give you a little bit of a quick background. the current agreement was signed in july of 2015 and sets for the exclusive disposal of our trash at recology's landfill in solano county. and this agreement basically has sets the fees, that were based on a competitive bid process that we're actually half the cost of recology's competitor, waste management. and it includes the landfill operations fee and government fees and a mitigation fee. and the landfill operations fee. and the mitigation fee increased by a cpi, every year. these fees are incorporated into and reviewed in the refuse rate setting process that embeds the landfill costs and so refuse ratepayers, residential and commercial ratepayers when they pay that monthly their monthly bill. it includes this cost,
