vice president harris joining other world leaders focused on the war in maryalice parks joins us fort. maryalice, good morning. >> reporter: whit, good morning. vice president harris just landed there. heads of state from 90 countries are expected to attend the summit to talk about what peace for ukraine could look like and all of europe really. it's a show of force in support of ukraine, it's not yet about negotiating with russia. the russians will not be there. a senior u.s. official told us ahead of this summit it is up to the ukrainians to decide when to try to end this war, to begin talks with russia. there's a hope this summit could be the beginning of a process that leads to that. but yesterday putin demanded that ukraine cede all territory that russia controls. that's, of course, a nonstarter. that would mean abandoning entire cities. and as a part of this trip vice president harris is going to announce another $1.5 billion in u.s. money to help ukraine, not only with refugees, but sea specifically to help rebuild their energy infrastructure. russia has really targeted that.
