blasko is familiar with. you need unity of command and effective communications. without unity of command and effective communications a unit cannot operate. one of the things i'm struggling with is this idea there wasn't a single unified command station on site. the secret service did not establish that. is that atypical in your experience? would there normally be one command and control station to unify command and communications? >> yes, that's very atypical. i'm very surprised. normally there will be an overall command post for the entire visit. each site will have a security room where radio traffic pertinent to that individual site is controlled. command post should be the state and local police, secret service and other federal partners that may be assisting. this is very unusual that the way it turned out here at this site. >> do you have any sense in this instance as to why that might occur? are there instances that you would do multiple command posts? >> it's a misnomeer. multiple command posts. secret service has security rooms at individual sites and t
