i had been on the hill seven or eight years and did not what to become what we used to call a capitol hill rat and spend the rest of my life on the hill. i decided to go out on my own and join up with two of my friends, started a small government relations firm, which proving the adage, it is better to be lucky than smart, we got off to a quick start, hired some major clients and gradually turned it into one of the better known and more successful washington lobbying firms in town. i hate to confess but i became seduced by the -- when i was a professor, never thought it would be, don't go to the professor business to make money. at any rate, i stayed on 18 years altogether and we made a very good run of it. in my own defense as an academic, i did teach 20 years during that period of time at georgetown, one class each year on congress graduate class on congress and national security policy. i kept in the academia and convinced myself i was still somehow academic. i finally left in 2004 and sold my half of the company to my partner, susan and i planned to build a house on the chesapeake bay

being an undergraduate, it's allowed me be in the policy conversation capitol hill in the task force for a bunch of years. three and four. the leader appointed earlier this year. machine learning masters in the democrat who majored in this in the most bipartisan thing on capitol hill. not that warm a place to work but we done everything this year together and trying to be a great role model. we've been able to bring in from the capitalist and is creators and authors. lots of people, many people in the world. the good news is two weeks ago we met and identified 14 different bills we believe the past and old before letting naia, probably sometime after the election. trying to be the opposite of what we did on social media which is to say nothing. open a.i. and the notion in part of this came from the head of research and it's too small to compete with these. how we create for the successful researchers and academics and businesses? and it deals with bias problems in the database. going in with an open mind, the order so they will. it was created by scanning on the the wonderful side th

it is a tough job to work with all those republicans on capitol hill. >> this is tough. i was lobbying for a comprehensive immigration solution back in 2013, we were very close to getting it healed to the floor of the house. unfortunately it was held up by republican leadership at that time. i'm confident there is a bill to be had here. we can have a safe border at the same time we can have a fair immigration system that allows for more legal immigration and we need both. we need immigration and lots of areas from tech to agriculture to construction to healthcare, we critically need more immigration and we need a secure border because we know it's not safe right now. too many people are dying crossing the border. we know that we need to enforce the law. what i know from my experience as a prosecutor and i put this out in great detail, in my book, we can use more technology certainly come a we need more border patrol for sure, we need mexico to step up to its responsibility on its southern border with guatemala, but we also need a better process, one that is fair and one

fox business's hillary vaughan is on capitol hill with the latest on that. >> reporter: work from homek to the office is in was a bipartisan push on capitol hill to get government employees to show up to the office to work, a bill introduced by gary peters and joni ernst would expose how many federal employees are working for home and how little work on site. senator ernst saying for too long americans have been on hold while bureaucrats phone it in at the expense of the people federal agencies are meant to serve. the government accountable to the office released a report last year detailing how empty federal government buildings are. according to the report, 17 federal agencies only use 25% of their office space during the time they were reviewed but because offices are packed with people doesn't mean a cost any less. 24 federal agencies spend $2 billion a year for federally owned office buildings. and renting buildings they leased. something he pledged to make a top priority. it would trim the fat of bloated bureaucracies. the money being spent is real money. it is a misuse of funds.

the capitol hill was surrounded with sandbags and military police guarding capitol. and then at a kind of an intensity to the experience. and susan and i thought, well, maybe we'd like to come back here. we could. so being suddenly blocked altogether of my academic ambitions, we decided i'd take a look and see what jobs that were here. so i applied at places thought it would be in a congressional budget office and places like that. but my parents were from indiana and they were very fond of junior senator richard and so a complete lark. i submitted a letter of application to senator william's office. that's you did it in those days. you wrote a letter, you put a stamp on it, and you mailed and you hope to hear something back. no email. and so i got a call back from his chief of staff, who at the time was a young guy and then mitch daniels, which subsequently, of course, what had to be director of the office of management, two time governor of indiana, the president of the university, and so i interviewed mitch, and it turned out he was from princeton, too, which was

so much so that at one point there were more than 100 or 200 people on capitol hill who were either the chairman, top republican or top of the committee or subcommittee. tommy boggs lobbyist used to joke after watergate when he came to chapel hill desk capitol hill and said he chairman, everyone would turn around. power in washington has become more and more diffused. more and more people have their hands in policy. staffers and subcommittee chairs and regulators. that has been really good for lobbying because they need companies to hire more lobbyists to have relationships with all these people. and be experts in complicated policies. trump reversal that. and if he is elected again he will do it again. he didn't care about congress. he couldn't get things to congress. congress is so divided it's very easy to block things. no surprise to anyone here, congress is dysfunctional. and trump saw that. in order to get things done trump started acting by using executive orders to get what he wanted them. when you use executive orders the only person that matters is donald trump. he would let h
