and this comes as incoming san francisco mayor, daniel lurie, who is looking to chinatown to lead the way for change in the city. lurie even took his victory lap in this historicghborhood, taking pictures with well wishers, meeting with old friends, eating congratulatory dumplings. come january, lurie is set to face a number of challenges it many chinatown including illegal vending. some merchants say it is hurting businesses that are playing by the rules. andrea nakano has more. >> reporter: edward su was born in hong kong, but now proudly calls chinatown in san francisco his home. as the chairman of the chinatown merchants united association of san francisco, he was alarmed when he saw these vendors, setting up shop on the sidewalk. >> when it happens, all of chinatown is it in big trouble. >> reporter: the vendors are mostly elders, trying to supplement their social security income. but he points out, it's just not fair for legitimate merchants. >> we have them here to pay the represent, the insurance, license, tax, everything, we have to pay for it, okay. and those representers, they don't need to pay for it. >> he first brought the issue up. he was hoping
