in utah president clinton designated the grand staircase national monument in 1996 and president trump added the bears ears national monument in 2016 shortly before he left office. both of these designations were made over the objection of the people of utah and president trump later reduced the size of both monuments in 2017 after he got elected to bring them more into conformity with the antiquities act and then president biden expanded despite local inputs. >> as i explained to president biden, these are the size of two delawares into restricted use classification, the point is there aren't beautiful things to protect in the state, the line was made so big and expansive in part because local leaders weren't consulted and to the extent that they were heard, their counsel were ignored. governor burgum i would invite you, when you visit utah, to meet with those whose voices were ignored during those monument reexpansions. will you work with me to try to fix that mess and try to figure out best how to proceed and make sure that the antiquities act designated monuments don't exceed the r
