andrea nakano talked to one business owner who is trying his absolute best to stay dry this go-round. >> reporter: this is what 14th street between harrison and folsom looked like in january 2023. the street turned into a river with people floating on water just to get to dry ground. >> basically the water raises. this whole street level is up to about your knees, maybe your hips. how many of those did you take out today? >> reporter: matthew corrick owns the restaurant be pink onion, his business hit hard as almost everything inside was destroyed. >> last time two years ago our chairs and tables were floating in the water. it was up to about here. our whole backyard, which is about seven feet down, was a pool. there was no relief. >> reporter: the problem? piles of trash on the street that clogged the storm drains, anything from big garbage bags to hypodermic needles. as the latest storm rolls in, he knows it's up to him and his neighbors to keep the streets clean. >> basically we have to be the ones that kind of keep an eye on the manhole covers, make sure they're staying clean beca
