danny freeman is in philadelphia. danny, what is the latest now? >> well, fred, when you look at those images that you were just showing about all that scattered debris behind me on cottman avenue here in northeast philadelphia, you really can begin to understand the fear and the concern from local officials here when they say that they fear that casualty number may ultimately rise. you're right, fred. we had that press conference earlier. that's when we learned that news that you noted that not only were the six people aboard that plane killed in this accident, but also at least one other person killed in a car. and investigators are right now very actively trying to put together a picture of what happened, the scene behind me, very active. there are helicopters in the air. the local crime scene unit is out here. we also know that there are state resources. of course, the ntsb, they're leading the investigation because they're still so many questions as to exactly what led that plane to take a nosedive late last evening. now, i'll tell you a little bit about what we do know at this point. this all happened just after 6 p.m. we're talking about a medical transport jet. it was heading from northeast philadelphia airport. that's the smaller airport here in the city of philadelphia. it was heading to missouri, ultimately going to mexico, because the folks on that flight, they were all mexican nationals, and they were all on this plane basically to return a pediatric child, a sick young girl, and her mother back to mexico after this child was getting treatment for an illness at shriners children's hospital here in philadelphia. they, unfortunately were confirmed to have been killed by the city. also, the two pilots on board that plane killed and also a doctor and paramedic on board that plane, all tragically lost their lives in this crash. but, fred, i want to play you a little bit of sound from that press conference because it really illustrates how seriously local officials are taking the potential risk that there may be more casualties. they're pleading with locals in this area to reach out if they might be missing someone. >> if you haven't seen somebody, you think somebody might have been in this area. there's a you have a relative in this area and you haven't seen or heard from them, and you're concerned call 911 and we will take it from there. >> just frankly, a scary message to the local folks here in this part of philadelphia. and i'll also note, fred, that during this press conference, the local officials noted that if you live anywhere between the airport and where this crash happened, keep an eye out basically for any debris that might look like it came from a plane, because that could actually be helpful for this investigation. we're waiting for more updates from the ntsb. at this point, they have not announced any press conference today, but if they do, we'll of course bring it to you. fred. >> okay. and especially since that flight was only in the air 40s before it plummeted. and we just talked to a former ntsb official who said, very well, parts may have fallen off ahead of that entire plane going down. all right. danny freeman, thank you so much. all right. now to washington, where the trump administration's new tariffs for canada and mexico are expected to go into effect at any minute. the u.s. is slapping 25% tariffs on imports from its two biggest trading partners, along with a 10% tax on goods from china. trump announced the tariffs as part of an effort to reduce the number of migrants coming to the u.s. let's bring in now washington bureau chief for the chicago sun times, lynn sweet. lynn, welcome. great to see you. all right, so this was a campaign promise. but trump admitted that there could be an initial rise in prices over these tariffs. in fact, he said, you know, he's warning that and i'm quoting him, there will be a temporary short term disruption. why is the president feeling like this is the right thing to do? and now. >> well, first. >> of. >> all, hi fred, good to be on. so let me just set. >> the stage here. one of the many. >> reasons that trump likes tariffs is that it's a tool he

danny freeman is in philadelphia. danny, what more are you learning? >> fred. >> that was the big headline that that fatality count is up to seven. the six people who were on board that plane that crashed in that horrific ball of fire that we've been seeing over and over again. and then a seventh person who was on the ground in a car. that's according to philadelphia mayor cherelle parker. we also learned that 19 people were injured once this plane came down. and i just want to describe the troubling nature of that press conference, fred, because while we learned these new numbers, these were figures that we did not know before, the local officials here in philadelphia were very clear that that number may rise. both the fatalities may rise and also the injuries may rise as well. and part of the reason, fred, according to the local officials who just spoke in that press conference, is because the plane came down with such force and in the middle of a busy street behind me, cottman avenue, that they may not know who actually was on the street at the time of the impact. and they're encouraging. if anyone is feared that someone is missing after last night to call 911 and to get in touch with authorities in order to help this investigation. another part of this investigation that we just learned about, fred, is that, as you noted, the debris field from this crash is pretty massive. we're a few blocks away from where that crash happened behind me. a local council member just pointed out that the diner on the other side of the camera, right behind my photographer here, there was a piece of shrapnel, essentially from the plane that flew through the diner window and actually hit one of the patrons having dinner last night in the 6:00 hour. that's how wide this debris field may be. and local officials are encouraging the residents of northeast philadelphia to. if you're outside and you see something that might look like it may have come from a plane, please call 911, because it may all help with this investigation. fred, i just want to run through some of the things that we know at this point. again, this all happened just after 6 p.m. this plane, this medical transport jet was heading from northeast philadelphia airport only a couple of miles from where we are right here. it was heading to missouri, but the ultimate destination was going to be mexico. mexican nationals. aboard that flight, there were two pilots, as you noted, a doctor, a paramedic, and then. so heartbreaking. a child and her mother as well. the child, a patient at shriners children's hospital getting a treatment. and then they were going back home to mexico on that plane. but then something, as you can tell from the video that we keep showing, went horribly, horribly wrong. we understand, fred, that the plane was only in the air for about 40s before it came tumbling to the ground here in northeast philadelphia. a lot of concern for residents in the area whose homes may have been impacted because of fires, but of course, still thinking about those who are injured and hoping that that fatality number stays where it is right now. but we don't know if that will increase. at this moment. the ntsb, meanwhile, they're going to be the ones leading this investigation. we're still waiting for more updates from that federal agency as to what went horribly wrong here in this crash. fred. >> oh, it's incredible. and so, danny, while they didn't make reference to, you know, the the cause of this in that press conference and you just mentioned ntsb is, you know, spearheading the investigation, one of the officials at least went as far as to say, you know, something happened with that aircraft. is there any reporting or information that's coming out of any kind of. um, radio traffic, you know, conversations between the pilot, you know, and the tower before this happened. >> here's what i'll say, fred, is that you're right. the ntsb is the one leading this investigation. but the local officials on the ground did basically infer that there may have been distress on that plane prior to it making that nosedive, and that was one of the reasons why they said, even if you're not in this immediate area, even if you're closer to the airport and you may still find something that may be relevant to this investigation, pete muntean, our aviation correspondent, he noted last night while looking at some of the video that a

danny freeman is in philadelphia. danny, you were at that press conference. what more was said? >> well, and just to start with, what you just played, fred, to emphasize how big this debris radius is, the accident took place a couple of blocks behind me, but just in my viewpoint right here, there is one canister it looks like over here to my right, one directly behind me, and then another one just on the other side of this road over here. that's why philadelphia mayor cherelle parker said exactly what she said. you may see things that might be related to this plane crash in this area of northeast philadelphia. please don't touch it and call 911 to let police know, because all of this is now part of this large investigation being led by the ntsb of what went so horribly wrong on friday evening that caused this crash. so let me just illustrate for our viewers what we do know at this point. this was a medical transport jet that left northeast philadelphia airport. it's only a couple of miles from where we are right here. it was on its way to missouri and then ultimately going to mexico. after that. it had six people on board that flight, two pilots, a doctor, a paramedic, and then a pediatric patient, a child and her mother. that patient was actually in philadelphia at shriners children's hospital to have a procedure done. she was then heading back to mexico. after that procedure had been completed. when this plane ultimately crashed. we've been talking about this, fred. the plane only in the air for about 40s before it took that really harrowing and terrifying nosedive into the ground behind me here in northeast philadelphia, and it turned into a major crime scene. we've seen local investigators, state investigators, the fbi and the ntsb as well out here. they've been combing the streets, frankly, to look for a lot of that debris. and they've been calling out to people saying, please, if you see something, please say something. fred, i asked the mayor and the officials that were present at that press conference if they had any information that could lead to an answer as to what happened in the air. take a listen to what they had to say. >> the ntsb, the faa, all of our intergovernmental collaboration. it is all a part of an active investigation so at this point, fred, as you heard from the mayor, we're waiting on the ntsb to give an update on what they have found so far. >> the one thing i'll say, fred, it was sad. so sad to learn that six people on that plane were confirmed to have been killed. another person killed, who was in a car on the ground on cottman avenue behind me. we're all hoping, of course, that those casualties don't go up. 19 people were injured, but the local officials here, they said that you could expect more casualties to be found in the coming days as they sift through this massive crime scene behind me. >> all right. danny freeman in philadelphia, thank you so much. all right, meantime, in the nation's capital, recovery teams are awaiting the arrival of barges and a crane, which will help lift pieces of debris to allow divers to, um. that will complement the efforts of divers who've been trying to get the remaining victims from wednesday's midair collision. crews have recovered 41 of the 67 bodies from the collision site. officials say 28 have now been identified. cnn's brian todd joining us live now from reagan national airport. brian, what's the latest that you're hearing from officials? >> well, fredricka, in addition to the information you just gave on the arrival of the barges and cranes here, a source familiar with the investigation tells cnn that we could see more high level readouts today from investigators of the information on the flight data and voice recorders that were on board those two aircraft. we'll be looking for that. in addition, we have new scrutiny that we're reporting on today on

danny freeman is in philadelphia. danny, you were at that press conference. what more can you tell us? >> yeah, fred, and we've been talking about it all afternoon. that press conference was truly harrowing, not only because we got that update that a seventh person was killed in this tragic air crash. there were the six people on board that plane, and then a seventh who was just in a car here on cottman avenue behind me, where that crash occurred. but also, as you noted, there is still concern, as mayor cherelle parker said, that number of fatalities is not etched in stone. the philadelphia officials that we heard speak. they said, if you are in this area and you fear that you might be missing someone, please call 911. please let them know because they're going through the process right now of sifting through that wreckage. and they've been doing that really all day. today, the ntsb is on the scene. we've seen the fbi on the scene, local philadelphia crime scene units. and i just want to illustrate something to you, fred, real quick here. uh, the crash happened a couple blocks away from here, but right here on the ground, you can see a little canister right there that is labeled jet rescue with crime scene tape around it. there are a number of these types of materials and debris on the ground in all directions. and it just goes to show you just how widespread this debris field was. but fred, i just want to go back and just go over what we do know at this point about what happened here. 6 p.m. last night, just after that, a flight took off. a medical transport jet took off from northeast philadelphia airport, which is just a couple miles from where we're standing. it was flying to missouri en route to mexico, which is the home country of all the six people who were on board. there were two pilots on board, a doctor, a paramedic, and a child who was a pediatric patient. and her mother. and that child was here in philadelphia to get treated at shriners children's hospital in philadelphia for an illness. and they were then heading back, as i noted, to mexico, when this fatal accident or crash, i should say, happened. and as you noted, we've been reporting on it, that flight only in the air for about 40s before nosediving here behind me on cottman avenue. we're still waiting at this point for some clarity from the ntsb as to what went wrong here. fred. >> all right. danny freeman in philadelphia, thank you so much. all right. on to washington, d.c., as officials work on recovery efforts along the potomac river, we're learning that investigators in the deadly collision, mid-air collision between an american airlines regional jet and a u.s. army helicopter could have initial findings from the black boxes as early as today. a source familiar with the investigation tells cnn that high level readouts from the onboard voice and data recorders could provide key clues into the altitude of both aircrafts. cnn's brian todd is joining us live now from reagan national airport. brian, what more are you learning? >> well, fredricka, regarding that information that you just gave about the data from those black boxes and what it could provide specifically, they could learn whether the black hawk helicopter was adhering to the 200 foot height restriction that's in place for helicopter traffic in that helicopter corridor just east of here, just east of reagan national a

danny freeman is at reagan national airport. danny, the black boxes, those are now in the hands of investigators. so what now? >> laura, that was really the biggest. >> headline out of the ntsb. press conference earlier this afternoon that all three black boxes have now been recovered. and like you noted, this is going to be absolutely crucial to understanding what may have led up to that crash. back on wednesday evening, we had already reported that the two black boxes from the passenger jet had been recovered. that's the flight cockpit recorder and also the flight data recorder. the excuse me, the cockpit voice recorder. interestingly enough, one of those black boxes was filled with water. so the ntsb investigators, they said that they had to actually put it into a vacuum oven to get all of the moisture out. but as you noted, the ntsb is confident that they'll be able to get as much information as possible out of those two black boxes. but that key development today is that the blackhawk helicopter also had a black box, and it had no exterior damage to it. when the ntsb found it literally. laura. these black boxes can help even create an animation that so many data points there are of exactly what happened right before that crash. that's so important, especially with the blackhawk. laura, because there's been a lot of questions over the past 24 to 48 hours about the flight path of that black hawk helicopter, especially because cnn learned from a flight tracking company, flight radar 24. the blackhawk helicopter was flying. it appeared to be flying about 100ft over the maximum altitude that it should have been flying around reagan and around the potomac river. so all of this is going to be crucial to this investigation. laura. >> danny freeman, so important to try to unpack what's going on here. thank you for that information. we've got a lot to unpack on what happened in those moments before the fatal crash right here in washington, d.c. i want to bring in former army blackhawk helicopter pilot elizabeth mccormick elizabeth. i want to begin with these frankly stunning videos that have been obtained by cnn that show two new angles of this collision. this video shows the helicopter flying at rapid speed over the potomac river, as the american airlines flight is seen flying, of course, toward the airport. then that collision happens. and then in another surveillance video that was shot from the airport grounds, it shows the plane's descent as the blackhawk continues to fly over the river, and they continue to fly toward one another, but at a low altitude. tell me what your critical eye is seeing. >> well. >> the biggest thing is they should have seen each other, right? or at least. well, let me clarify. the blackhawk

danny freeman is following this for us. danny, what are you learning? >> well, that's right, fred, we just learned in the past hour or so from the ambulance jet company, the names of the crew members who were on board. i'm just going to read them out to you because they wanted the names of these crew members to be out there. we have captain alan montoya. perales. he was 46. he'd been with the company since 2016. the main pilot on this plane, copilot josue de jesus suarez, 43. he'd been with the company since december 2023. then doctor raul meza arredondo, 41 years old. he'd been with the company since 2020. and then paramedic rodrigo lopez padilla, 41 years old, had been with the company since november of 2023. the company, jet rescue air ambulance. they, of course, continue to extend their heartfelt condolences to all of those impacted, including the four of their employees. the head of their marketing team, shai gold, told us that this was a very seasoned crew and that they had been doing this work again, as proved by many of these dates for some time. we're still, though, holding off on the identities of the child patient who was also on that plane, who perished, and also her mother, who was on that plane with her. remember, they were all heading back to mexico after getting a procedure done here at shriners children's hospital. in the weeks leading up to this horrible accident. meanwhile, here on the ground, fred, this investigation still very much ongoing. we've been seeing a lot of both federal officials and investigators and local investigators here on the ground. it's interesting. i think if our photographer can pointed out they were just there's a philadelphia fire engine right here. they had just lifted up their ladder to actually look over this gas station over here. it looked like they were looking to see if there was anything on top of the roof of the gas station. they just, in the past few moments, put that ladder down. but, fred, this just all goes to show you how intensely these investigators are searching for any little piece of evidence. the big thing that we learned back on saturday, fred, is that investigators are specifically looking for one of those black boxes. the cockpit voice recorder. they believe that there was one on this plane. and if they can get their hands on it, even if it is damaged, the ntsb is hopeful that they could fix it, repair it, and hopefully get data from it to learn what may have went so horribly wrong friday night that caused this medevac plane to fall out of the sky. just 40s or so after it took off from northeast philadelphia airport, just a few miles away from where i'm standing. fred. >> danny freeman, thank you so much for that update. all right. right now, a crane is assisting in the recovery team's efforts to remove debris from wednesday's deadly midair collision over the potomac river. this will allow officials to recover the bodies of the victims still trapped deep within the wreckage. and it comes as we are learning more details from ntsb investigators who shared the first key pieces of data from the black boxes. cnn's gabe cohen has the latest now from reagan national airport. gabe, what more can you tell us about this preliminary data? >> well, fred, one of the big new details that we're learning is that it appears the plane was pitching up just before the collision, which may indicate that the pilot had seen that black hawk in those final seconds, tried to avert disaster, but it was just too late. the ntsb has also learned from data recorders that are on board that jet that the plane seemed to be flying at around 325ft in the air at the time of the collision. now,

danny freeman is following this for us, danny. city officials stress this is still a very active investigation. they're even asking people if you find any debris, you need to call them. >> that's right. fred. an incredibly active investigation. and before i get to some of the new things that we learned from the press conference this morning, i just want to address that sound. one of the notes that did come out of that press conference from city officials just a few hours ago was an emphasis on mental health. we learned that 11 homes were seriously impacted by that plane crash on friday night. and this is mostly a residential neighborhood in this area with some retail as well. there were people who witnessed the crash. there were people who were have been displaced from their homes. and the city emphasized that there is likely a mental health toll. in addition to the serious physical and unfortunate death toll as well here. so i appreciate you playing that interview with that witness there, because that's a lot of the feeling of people on edge here in this neighborhood in northeast philadelphia, to go over what we have learned from this press conference. again, like you said, 22 people now have been reported to have been injured in that crash on friday. that was up from 19, which we initially reported, five still in the hospital, three of whom are in critical condition. the only real silver lining here, fred, is that that death count has still remained at seven. those were the six people on board that plane that came crashing down. and then one person who the city confirmed was in their car when that plane came crashing down and passed away, as we know, just to go over on board, there were those two pilots, a paramedic, a doctor, and then that pediatric patient and her mother on that plane before it came down. fred, what i can tell you is that we have actually learned some of the identities of the people on that plane. we're putting that together. we'll be able to bring that to you at the top of the hour at 3:00. fred, again, just a terribly sad story out here in northeast philly. >> it is indeed. all right, danny freeman, thank you so much. all right. now take a look at these live pictures over the potomac river as a crane that has arrived is there to help remove debris from the riverbed. we're also learning more details about wednesday's deadly midair collision there. after ntsb investigators shared the first key pieces of data from the black box's preliminary data indicating that the pilots of the american airlines regional flight tried to pull the aircraft's nose up just seconds before it collided with that black hawk helicopter. cnn's gabe cohen has the latest now from reagan national airport. gabe. but we also learned of a potential discrepancy now over the helicopter's altitude. what more can you tell us? >> yeah. so, fred, there is this discrepancy because the early data from the recorders on board the jet indicate that the airplane at the time of the collision was flying at an altitude of about 325ft. but the data from air traffic controllers on the helicopter indicate that the black h

danny cevallos. danny, first of all, there's a large difference. between filing a lawsuit and filing charges. and you think the attorney general of the united states might know the difference, but setting what perhaps was a verbal blunder aside, this is the federal government declaring we're. >> going to take on. >> the states. yeah. let's start with the charges. >> i mean. this was mentioned several times. >> i understand maybe you're at the. >> podium, you. >> say something in the moment, but it seems like this was pretty clear that she was referring to charges. and it is true that in different jurisdictions, we have different sort of legal dialects that vary a little from here to there. but i really doubt that in florida, as here, when you say filing charges, especially as a prosecutor, that really. means criminal charges. so i am curious why. number one, she would say it several times. and then number two, i don't know that we really got an answer that the door is. closed on actual criminal charges. she really focused on the existing lawsuit. >> maybe that's. >> what. >> she meant. maybe she means. >> something else is coming down the pike. but this is a lawsuit. challenging new york's law that they say the government says prevents. >> them from. >> handing over information. >> to immigration officials. >> so let's say this wasn't a misstatement, but rather charges. >> could be coming down the road. >> what would. >> that mean? >> what would that. >> look like? how could. the federal government, the attorney general. >> the department of justice, charge these state officials? >> so we have to engage in some creative thinking here. but if you're the federal government and you have an official, a state official who is. resisting federal law, then you might be able to come up with criminal charges there. but that would be a real stretch, because generally speaking, state officials are acting on behalf of their state government, so they're going to enjoy some degree of immunity. but you'd have to get creative to kind of come up with the charges. it'd be hard for me to come up with them. now, the lawsuit itself is something that i think you could expect, because it's the federal government's prerogative to. >> try and. >> challenge a state's what they perceive to be a state's defiance of federal immigration law. >> so i want to ask you about the federal worker buyout. as we heard earlier in peter alexander's report, a judge cleared the way for the trump administration's program offering deferred resignations to federal employees, ruling the union lacked legal standing to bring the suit. what's your take on this development? >> courts love. >> to find. >> that a litigant doesn't. have standing, including the supreme court, because it means their job is done much earlier than it would have been if they had to go through all the legal analysis of the merits. and that's exactly what's happening here. in fact, when you dismiss a case on lack of standing and standing, just asks the constitutional question what business is it of yours, plaintiff, to be here in this court? and the court concluded that these unions, who do represent some 800,000 federal workers, they don't didn't have a concrete enough interest. their claim was, hey, we have to divert resources to answer the questions of our union members, and that means we're being hurt by this policy, the court said. that's not quite enough. maybe if you were the employees, you would have an interest. but as the union representing the employees, your interest is too remote. the important thing here is that this has nothing to do with the merits. anytime a case is tossed on article three standing grounds, the case may be the greatest case in the world. it just means these plaintiffs are not the ones to bring. it doesn't mean some other plaintiffs could bring the exact same case. and it would have merit. yes. but in the meantime, if the case is gone for article three standing. >> that means the administration's. >> plan can go forward. >> all right, so house democrats blasted elon musk at the first doge subcommittee hearing yesterday in the nation's capital. musk did not attend, but democrats were quick to accuse him of breaking the law in his quest to slash government spending that he deems wasteful. >> i mean, really. >> what the heck is going on here? we're not. >> trying to take. >> down elon. >> musk as a businessman. this dude is literally breaking. >> the law. >> inside of the federal government. and for a party that is supposed to be the party of law. >> and order. >> in quotes, i really do. >> not see. >> you holding him accountable and. doing your most. >> basic constitutional responsibility in the separation of powers. >> so republicans on the subcommittee fiercely defended musk's actions, stating that president trump has a mandate from voters to curb waste, fraud and abuse, and that musk is helping the president to accomplish exactly that. so, molly, you know, a lot of people think getting rid of waste, fraud and abuse is a good idea, but it's how they're doing it, the unlawful way in which they are doing so that i think maybe some have an issue with. >> well. >> and i think. >> what was interesting about. that doge. >> hearing. >> which i listened to, it was it was there was some wild stuff there. but what they were talking about was this idea that there should be. >> accountability and. >> that the idea. >> itself is, is quite popular. my question. >> is some of the. >> you know, the moving. so quickly, the courts. >> have not loved that. >> so talk to us about where doge is in the court system. >> so where we are now is the challenge is basically that you have doge, which is not an official federal governmental agency. so what degree if they're just providing these advisory type services, to what degree can they even be involved in the government? and worse, at least in the view of these challengers, is that if doge has access to sensitive information, treasury information, that too could be a violation of privacy rights. so that's where we are in. the challenges. and by the way, all of these legal challenges against the trump administration are really in litigation infancy. we're in what i call the stay of the stay, period. in other words, a lot of these courts are granting stays which pause the litigation to preserve the status quo. and then those are challenged. so sometimes you have a stay of a stay and it gets really confusing. and this is all before we've gotten to the merits. the courts are getting clogged up with this. but this is what they're designed to do. >> all right. nbc news and msnbc legal analyst dannyws of bipolar 1? danny freeman is there. >> following the latest. >> and, danny, there is a large crash scene around you. what's happening there today? >> an incredibly large crash scene around us and behind us. jessica. this is an area you know well, and it's absolutely a heartbreaking day for philadelphia. like you noted, seven people now confirmed dead. 19 injuries at least. and there's genuine fear from public officials here in philadelphia that that fatality number could rise. and part of it, jessica, specifically because that plane crashed right on cottman avenue behind me. this is a very well populated area. there was likely traffic that evening and a pedestrian, for example, could have been in that area and not been hit by a plane and not be known by first responders just yet. just because there's so much debris in that particular area. but i want to talk about jessica, exactly what we know at this point when it comes to what happened. this accident took place just after 6 p.m. there was this medevac jet that was flying out of northeast international airport here in philadelphia. it's the smaller of the two major airports in philadelphia. it was heading to missouri. ultimately on his way to mexico. it had six people on that plane. two pilots, a doctor, a paramedic, and then a pediatric patient and her mother. that pediatric patient was here in philadelphia at shriners children's hospital receiving treatment, and they were all heading back to mexico, where everyone on this plane was from. but then, of course, the horror happened as that plane darted out of the sky and fell down here in northeast philadelphia. that plane, jessica, only in the air for about 40s before it fell down, causing those massive fireball images that we've seen. i want you to take a listen to just how seriously the local officials here, jessica, are taking the prospect of potentially more casualties. this is how the managing director of the city put the need for people to call in if they have missing people. >> you haven't. >> seen somebody you think somebody. >> might have been in this area. there's a you have a relative in this area and you haven't seen or heard from them. and you're concerned call 911 and we will take it from there. >> the other thing, jessica, that i'll note, we've seen a number of investigators out on the scene today. ntsb, of course, leading the investigation. we've seen local crime scene officials, also the fbi on the ground. everyone is scouring the area for evidence. basically in this crash. and there's debris, frankly, all around, even as far as here. the mayor of philadelphia encouraging people to not come to this area if they do not have to, just because there is debris all around this area, but also saying if you live anywhere between here and the airport here in the northeast, which is a couple miles away, keep an eye out because there might be debris, even that far miles away from where this crash happened. all of this could help in the investigation to determine what went wrong here. jessica. >> just incredible images from there. danny freeman in philadelphia, thanks so much for that reporting. and back here in washington, we're expecting an update from the ntsb this evening on the investigation of the deadly crash involving an american airlines flight and a blackhawk helicopter, including possible data recovered from those aircraft's black boxes. right now, crews are searching the icy waters of the potomac river. so far, 41 bodies have been recovered from that site. cnn's brian todd is at reagan national airport. brian, we are now into saturday, several days after this crash. what's the latest on the recovery efforts today? >> well, jessica, we've been anticipating two critical developments in the investigation today that could come really at any time. one, you mentioned the the information from the black boxes, from those voice and flight data recorders that have been recovered from the water, according to a source familiar with the investigation. investigators could provide some high level readouts, possibly toda

i mean, who do you you can't jail the president, obviously. in fact, if we remember, you know, donald trump was held in criminal contempt by the new york judge in his criminal case, but that judge was very reluctant to mete out that ultimate sanction of jail time. it didn't happen when he was the ex president. it's not going to happen when he's the president. so what are the remedies? i mean, we're gaming this out yesterday. can they are they going to throw some hapless justice department lawyer who happens to be in the courtroom, throw that person in jail? do they levy fines? what would be the point of fining the federal government, which has unlimited resources? so we're really at that point where it's starting to become a practical question, not just a theoretical question. and the other issue is it's really difficult for the judge to get the facts when you have a government agency and you know, the plaintiffs aren't aren't allowed inside, and you have elon musk and his people and they're saying, well, we are spending the money and folks are saying, well, we're not getting the money. so it's a really difficult situation, guys. >> so it was good. >> to hear. >> some of the. >> republicans saying, you're not going. >> to. hear us thwarting. >> the law. >> but at the same time. >> danny, if you look at the front page of the. >> new york. >> times right now. >> it says. >> basically we're in a constitutional crisis, even though there isn't a. >> complete, clear. >> definition. >> citing different. >> deans of law schools from. >> the courts. >> across the country and experts. >> talking about. >> being in this. >> crisis because of the. flurry of things that trump has. >> done from. >> birthright citizenship, freezing federal. >> spending, shutting down. >> agencies, removing. >> leaders from agencies, the systematic. >> unconstitutional and illegal acts create. >> a constitutional crisis, one. >> legal expert said. the distinctive feature. >> of. >> the current situation, several legal scholars and said, and it is. it's chaotic flood of activity and collectively. >> amounts to a radically new conception. >> of. >> presidential power. it is a. constitutional crisis. when the president of the united. >> states doesn't care. >> what the. constitution says, regardless of

danny freeman is live for us in philadelphia. and, danny, officials just wrapped up a press conference. what's the latest you've learned? >> boris? the main headline from that press conference that ended not too long ago is that while the number of people injured in this crash has gone up slightly, thankfully, the number of people who died in this crash has stayed at seven. i'll get to more of that in a bit, but i just want to tell you a little bit about what we actually saw today, because it's been a pretty active scene back here. secretary of transportation sean duffy visited the crash site today. he was joined with pennsylvania governor josh shapiro, philadelphia mayor cherelle parker and duffy said he was struck by just how expansive and deep the crater was that was left by that plane when it hit the ground here on cottman avenue. and he emphasized what we learned last night, what you just mentioned, boris, that the ntsb has indeed recovered that cockpit voice recorder from the medevac jet crash site. but it was eight feet underground in that crater. again, just another element of just how destructive this crash was. they were also able to recover an enhanced ground proximity warning system, which the ntsb believes they'll be able to gather even more data from. and i want you to take a listen to how duffy characterized what they're going to be looking for now that these devices are in the lab. >> they're going to look at whether was there medical concerns. >> was there technical. >> or mechanical. >> issues on the airplane? all factors that even though this crash was so devastating. there are remains, whether it's the engines, the wings that they can look at and get answers to what took place here, we hope to get their preliminary report within 30 days. >> all right. now back to those who were impacted in this horrific crash. 24 people ultimately were injured. that's according to city officials. that's up from 22. the number we were given yesterday. but importantly, only four people are now in the hospital. only two in critical condition at this time. seven people were killed in the crash, including six on board. and that one person on the street. but, boris, i'll note that today it was really stunning. city and state officials actually acknowledged some of the hard conversations that folks have been having out here, that really, this could have been much worse. mayor cherelle parker getting emotional when thinking out loud. this plane could have hit a gas line. and you see so many buildings, businesses, homes around here, it's remarkable. this plane landed on the sidewalk. still no less of a tragedy here, but there's still more investigating that has to be done in order to figure out just what went so wrong. boris. >> jenny freeman live for us in philadelphia. dannythank you so much for that update. meantime, what happens over the phone in the next few minutes could be the difference in whether the u.s. enters into a trade war. president trump and canadian prime minister justin trudeau, scheduled to speak at any minute. when we come back, we'll discuss the implications. >> cooked books, corporate fat cats, swindling socialites, doped up cyclists and yes, more crooked politicians. i have a feeling we won't be running out of those anytime soon. >> a new season of united states of scandal with jake tapper coming in march on cnn. >> what do you got there, larry? >> time machine. >> you're going to go back and see how the pyramids were built or something? nope. ellen and i want to go on vacation, so i'm going to go back to last week and buy a winning lottery ticket. can i come? only room for one. >> how am i getting home? >> sitting on my lap like last time? ronald? >> fine. but i'm bringing this. all right. >> or you could try one of these savings op

danny freeman is in virginia, where thousands of customers are still without power. danny. >> an incredibly busy weekend here in virginia and across the region as storms really came down hard here. we're in salem, virginia. it's just outside of roanoke, virginia. this is the roanoke river right here behind me. right now, thankfully, the waters have receded. but earlier on sunday, this water was incredibly high, almost up to my waist. at certain points, one local gentleman in this area told me that it was higher than he'd ever seen, especially in this park. and you can tell just how much flooding was in this area. earlier on sunday, other places, though in virginia, were not as lucky because salem was relatively unscathed. besides some of this flooding that you see right here. the governor of virginia, glenn youngkin, on sunday afternoon submitted a request for an expedited major disaster declaration. it was for a number of reasons. according to the governor's office, it's because at one point, over 200,000 customers were without power. on sunday, 150 swift water rescues had to take place in this area of virginia and parts to the west, and also just to the west of u.s. two communities suffered, as the governor put it, catastrophic flooding and historic flooding as well. the intensity of the storms felt not only here in virginia, but also in other parts of the region in the state of kentucky. the governor, andy beshear, said that there were over 1000 rescues that had to take place over the course of the weekend, including two nursing homes that had to be evacuated. but public officials all throughout the area are noting that the weather is getting colder. as we got into the evening hours on sunday. and while the water is starting to recede in some areas, there is still flooding in some of these impacted areas. so local officials and state officials are encouraging people. if you do not have to get out on the road and if you do not have to go through or near some of these flooded areas, just don't. it's not worth risking your life. dannyan, cnn, salem, virginia. >> a bird flu vaccine for chickens has been conditionally approved here in the united states as the virus ravages poultry stocks in the country. unlike other nations, until now, the u.s. had chosen not to vaccinate chickens. instead, the u.s. normally culls flocks of birds when it detects bird flu. but the impact is sending the price of eggs soaring. leading trump administration officials to look for strategies that avoid killing chickens. over the last year, about 70 cases of bird flu were confirmed among people in the u.s. authorities say the risk to the general public remains low. western texas is grappling with a health crisis as officials struggle to contain a measles outbreak. cases have doubled in the last week. they're now at 48, and a majority of them involve children 5 to 17 years old. cnn's julia vargas jones has more. >> harakat al-muqawama al-islamiyya. >> this outbreak started in gaines county in west texas, but has now spread to neighboring coun

danny freeman, who's been there in philadelphia really, since this crash happened. danny, we got some new details there, but the takeaway seems to be a couple of things we already knew, which is this debris field is huge and that this investigation is very much in the early stages. >> that's right, jessica. and now we have a better understanding of why the debris field being so huge and why the impact of that plane crash will be so challenging for investigators to recreate and understand exactly what happened here. that was my main headline as well, that they are still, at this point, searching for the cockpit voice recorder. that's the recorder that's inside of the flight deck that records all of the sounds that are happening in the cockpit throughout the flight, and certainly would be incredibly helpful to understand what was happening in those, i should say, in the entire minute that that flight lasted before it came crashing down here in northeast philadelphia. they said that it is likely damaged and could be scattered somewhere here in northeast philadelphia. they're still out looking for it. but what i thought was also interesting, jessica, is that the chair of the ntsb there, homendy, said that they feel confident that even if they are able to find pieces of this cockpit voice recorder, that they could repair it potentially they have experience in repairing it. but again, as you heard, the chair said, the challenge first is finding it. she emphasized that the ntsb was on the scene within 90 minutes of this crash happening. they're going to be out here potentially for days or weeks, just clearing and trying to account for all the debris that is in this neighborhood here in philadelphia. and the one last thing, jessica, that i'll note, because we've been talking so much about not just this investigation, but of course, that investigation at reagan, the chair of the ntsb said that while they do believe they have adequate staffing, they said they always could use more. i think we're going to hear a little bit more about that in the coming days and weeks as we continue to discuss aviation safety and these types of investigations in our country. jessica. >> danny freeman live in philadelphia for us. thank you very much. up next, we're going to go back to our other breaking news. as president trump has announced new tariffs on mexico, canada and china. we'll be right back with that. >> kobe the making of a legend. tonight at nine on cnn. >> lumify. >> it's kind of amazing. wow. >> my go to is lumify eye. >> drops lumify. >> dramatically reduces redness. >> in one minute. >> and look at the difference. >> my eyes look. >> brighter and whiter. >> for up to eight hours. >> lumify really works. >> see for yourself. >> precise designs. >> subtle curves. curated upgrades. elevated design. >> for thoughtful. >> living. thuma. >> no matter. >> what kind of teeth. >> you got, a brush or will be, electric cleans better. >> with one simple touch. >> oral-b's dentist. inspired round brush head. hugs him. cleans him and gets in between him for 100%. cleaner teeth. your perfect clean starts with oral-b. >> watching my mom struggle with recurring utis held us

danny freeman joins us live from reagan airport with more on this investigation. danny, there are some new details that we're learning about the flight path of the helicopter and what was going on there. >> abby, the flight path of the helicopter has been one of the biggest questions for the past 24 hours, certainly, but also since this crash happened. and we may be closer to getting some answers about that flight path after these developments. today, i was in that ntsb press conference earlier this afternoon. you said that news was right up top, that three black boxes have now been found. we knew that the passenger jet black boxes had been found. that's the cockpit voice recorder. and then the flight data recorder. some had water intrusion, like you noted. the ntsb said today they actually had to put it in a vacuum oven to try and get the moisture out. but they're confident the ntsb is that they're going to be able to get data from there. but then we learned that a black box from that blackhawk helicopter had been recovered as well. that's so important because this can really help the ntsb investigators literally put together. they can put together an animation, perhaps with a number of data points, as to exactly what happened in those final moments. that's important because we learned today from the company flight that the black hawk helicopter actually may have been flying. it appears 100ft above the maximum level that it should have been flying in that area around the potomac. it also seemed to be veering off its course at some point. now, the ntsb, though they would not specifically comment on if they viewed the pilots of that helicopter to have made any mistake. they say it's too early, but make no mistake, that black box from the black hawk should be able to give some of those answers. one of the other things we learned also, abby, is that the interviews have begun. of some of those air traffic controllers that were working on the night of that crash. take a listen to how the ntsb characterized what they're going to be looking for in those interviews. >> we will go back and look. >> at any air traffic. >> controller that was involved in this. we'll go back and look at their past, probably 72 hours, even 2 or 3 weeks. we'll look at their training, their hiring, everything. what they probably ate that day, what job functions they were doing, were they being combined controller that was working at the time has been interviewed and is interviews are ongoing throughout the day. >> abby, you noted at the top at least 41 bodies now have been recovered. and we learned this evening that includes now all three u.s. army soldiers that were on that blackhawk. but d.c. local officials say their job is not done. they're still working to salvage the bodies of every victim in the potomac. abby. >> danny freeman, thank you very much for that report. justin green is back with us. justin, 100 miles above the maximum altitude. and also off course. what questions do you have about that? >> well, i think it's 100ft, but 100. >> 100ft. >> right. so so there's two issues. and honestly at this point it looks like the the helicopter was in the wrong place at the wrong time. um, but the helicopter is supposed to be flying a route, a helicopter route. that's that. the maximum altitude was 200ft. um, if the helicopter is above 200ft, the pilots are doing the wrong thing and causing a problem. the second issue is the air traffic controller expected that the helicopter would would visually avoid the crash. the american eagle flight by a horizontally as well. so there's there's essentially two issues. one is were they at the wrong altitude and were they at the wrong place? obviously they were obviously the airplanes collided. if the airplanes collided at 300ft, the helicopter is in the wrong place a

danny freeman is with us. he's on the ground there in philadelphia. i mean, this is just so remarkable, danny, to see this debris field, to see how many vehicles were involved, to hear how many people may have been involved from injuries to those killed on the medevac plane. bring us up to date. >> that's right. fred, a. >> truly stunning. >> press conference that i was just a part of here in northeast philadelphia. and i want to get straight to the perhaps most concerning part of that press conference we learned, as you noted, that there was one additional fatality that was not part of the six people that we know were on board that plane. there was one person who the mayor announced was killed, who was in a vehicle at the site of the crash. but as you heard and as you noted, it really does seem as though the philadelphia and state leaders are concerned that there may be other fatalities, there may be other victims who may have perished. and that's in addition to the 19 people who the mayor reported were injured on the ground after this crash. and i'm not sure if viewers could hear the final question that the mayor really was passionate about it being asked at the end there, just because the reporter who asked it was off camera. but the last question was if there are people who fear that they have loved ones who are missing, who should they call? and the mayor and the managing director of the city of philadelphia, they emphasized, please call 911, because that will help this investigation. fred, the concern is that there may have been people walking on the streets. there may have been people in cars in that area or nearby that popular shopping center, the roosevelt mall, who may have been hit or impacted or in the worst case scenario, killed. and it's hard for, it seems, investigators to tell that right now. the other thing then, fred, i'll note, is really also remarkable. the suggestion and these local officials were very cautious not to get ahead of the ntsb in their investigation, but they noted that the or suggest that i should say that the reason the radius of potential debris falling is so large could be because something might have been falling from the plane before it actually made impact from the ground. again, they're referring questions about that to the ntsb. there's going to be a lot more questions about that. i would imagine, too, that federal investigative agency. but truly a stunning moment to hear that if you're not even in this 4 to 6 block area here, specifically in northeast philly, but you're anywhere in between here and that airport, which is a couple of miles away. keep an eye out, because you might see something that could be relevant to this investigation. fred. >> i mean, danny, it's extraordinary to see these images, the variety of images, because you're seeing cars that look like they are. they were charred. i mean, you heard the fire official there say that there were five, five active fires as a result of this medevac plane plummeting. you're seeing a what appeared to be just chunks of matter on the ground in one shot. there's even a crater. unclear. you know what that crater is all about? what kind of. you know, if that was part of the plane impact, or if there was some sort of, you know, explosion involving a vehicle on the ground creating that crater. i mean, such a variety of views in this debris field it truly is. >> and i'll say, you'll see when i come up for you at noon, where we are in relation to the actual direct crash site, where a couple of blocks down the street. so it's hard for us from our vantage point to exactly see just how extensive that damage is. but, i mean, these images really do speak for themselves, but especially as we're gettin
