dodd frank impose a requirement for the sec to issue rules related to the disclosure of payments to foreign governments or the u.s. government by resource extraction issuers, essentially publicly traded companies in the united states that are engaged in oil, gas, mineral development. the purpose of the rule was really anticorruption, global anticorruption, transparency. it was not something within the mission of the sec. i think that part of that is why the sec struggled with the rule so much. so, the final rule was issued in, i think, 2010. was vacated by the courts. the second final rule issued in 2016, disapproved in 2017 with the wave of the first trump administration. the first was issued when i was at the sec in 2020. the way that the agency approached it was to seriously, at the statute as mandated had not gone away. the rule was intended to meet the mandate. but it doesn't negate the statutory mandate. so, you have that on the one hand. and then we look at the rule from 2016 and we thought about the substantial language of it and thought -- what does it mean? can we change things ar
