i'm here to speak on behalf of the clerk of the board and urge you to continue maintenance of the current 126 form process and you sign as the letter spells out both ethics commission as well as the office of the clerk of the board. i've worked on this system since 2018. we really do appreciate that work that stephen massie and the ethics commission has done accommodating some of the business processes and the input from our office. i really am here to urge you to continue maintenance of form 126 and to continue responsibility over it for a couple of reasons. >> as you are all familiar with the form 126 there's a lot of data that is known only to departments not to the mayor's office, not to the board of supervisors including the nature of the contract and the contract amount. the board of directors. so there needs to be a system an online system available for departments to enter that data for the office of the clerk of the board, for the board of supervisors as well as the mayor's office. >> and as you know that data helps to meet the public's right to know. >> it's an important disclosure that the public needs to know so it promotes open and transparent. that al

commission, the board of appeals, elections commission, ethics commission, health commission, mta board among many others. by my count there is about 23 for cause commissions. the police commission is not one of them. >> the reason that distinction is important is that it shows that our city charter thoughtfully contemplate dates that some commissions are intended to have independently empowered appointees and some other commissions including the police commission are not designed that way. police commissioners are generally accountable to their appointing authority and that is by design. the narrow role we play here in this hearing is akin to an advice and consent role. it isn't necessary for us to reach any factual conclusion or to make any finding to consent to the mayor's removal of his own appointee or his appointment for that matter. and so for me it's a very simple analysis that comes down to whether we should honor the committee necessary for the two co-equal branches of our local the legislative and the executive to govern effectively and well and that's especially important at a time when we frankly have more urgent priority is facing our city than this one. we have a newly elect
