san francisco as we welcome this presidents day weekend. thank you so much for starting it with us. i'm kira klapper. it is the nba all star weekend here in the bay area. the san francisco chinese new year's parade is today. we have a lot going on. so let's get to cinthia pimentel with a quick look at our microclimate forecast. thankfully, the weather got the memo. we have a big weekend here. it stopped raining, but it is cold. yeah. good. good. time for a break from the rain. but yes, we are settling in with some frost advisories for the valley. so we look out towards danville and livermore, the low 30s right now, and that continues for parts of the south bay. 235 in south san jose to 33 in calistoga. along the peninsula and inner bay, we are looking at those temperatures in the mid 40s. so it is a huge day in san francisco. the lunar new, lunar new year street fair and all of the celebrations, the parade later on tonight, upper 50s there with those clouds lingering around as we go through the city. so definitely bring a jacket as you tighten in with all of the rest of the clouds. there are clouds. there are some changes ahead for our sunday for

san martin, gilroy area, monterey road, you're getting quite the drenching. looking around other parts of the bay area around bethel island, knightsen getting some moderate rain. and then san francisco in the north bay, you'll notice just some spotty showers. the peninsula area. i do want to talk about the record daily rainfall. san francisco picking up 2.66in of rain, breaking the previous daily record of 2.22 set back in 1887. sfo, just over an inch and a half previous record, was an inch and a third in 1991, so no doubt about it, we got our share of this atmospheric river and as we take a look at live doppler seven, you will notice that the area of low pressure is off the pacific northwest coast. moisture plume continues to fill in. the sierra is getting snow right now, but it's at the higher elevations. the lower elevations, like blue canyon, i should say lake level tahoe area is getting rain. so here are some live views. a rainy san jose looking at sfo. they've had some delays today because of the weather conditions. there is snow in the sierra and mount tam showing you a very cool view as they're starting to see some breaks in the action. here's a live view from sierra, where

bay area forward. there's a new chapter set to start in san francisco. el lurie today is finalizing his ambitious plan to tackle the fentanyl crisis. today in the bay ginger conejero saab joins us live in sanrancisco this morning. and ginger, he says people will see a difference in the city in a matter of months. that's right, laura. and he says, if you don't see that difference, you can hold him accountable. mayor lurie is getting the backing and the support of the board of supervisors who voted to pass this ordinance 10 to 1 last night. we've seen some of those supervisors outside city hall rallying for this ordinance to pass. they say they are filled with hope that this time, the energy and the buy in from different groups seem to all be there. the ordinance declares a state of emergency, which will then allow more money to be allocated to fighting the drug crisis. now, some of that money has already been budgeted. also, allow the mayor to take donations from private entities for simonths. and this all comes a week after a 30 day pilot project. a fenta

san francisco. ginger conejero saab nbc, bay area news. thanks, ginger.l, developing in the southeast, kentucky's governor saying that president trump is approving a natural disaster declaration following some of the strongest storms there in years. at least 11 deaths are now confirmed. there was rain, wind and winter weather toppling trees, washing away some of those roads in louisville, which prompted about 1000 rescues. other parts of eastern kentucky are also dealing with some heavy flooding. i'm meteorologist kari hall is here. kari you have family and friends there? they are okay. yeah, everyone is okay, but six inches of rain fell over the course of a couple of days. so that caused all of those issues. and now that weather system has quickly cleared out and has basically cleared the map here. as we take a look at what else is happening out there. just some lake effect snow showers across the northeast. and then we're unfortunately going to deal with a colder storm system that's going to dump a lot of snow over some of those same areas that are floo

in san francisco, monica madden, abc seven news. >> well, this weekend, two events in the bay area to of japanese americans incarcerated during world war two. first, to organizers in san francisco will host the bay area day of remembrance, carrying the light for justice. then tomorrow, the san jose, nihonmachi outreach committee is hosting its 45th annual day of remembrance ceremony. both are meant to commemorate executive order 9066, which led to the incarceration of japanese americans during this conflict. this week, there is a call to remember that history to avoid repeating it. it comes amid concerns about mass deportations of immigrants. here's abc seven news reporter luz pena. >> it's been 83 years since florentino miller's life changed forever. she was six years old when she and her family were forced into a concentration camp in february of 1942. >> i was a child, and so i feel that i was protected by my mother. >> saburo fukuda was seven years old when he saw fbi agents take his dad at church. >> and we were forced to live in a horse stalls at tanforan assembly. we were all e

that will bring us down to 41 in the east bay, 40 for san francisco and 39 in the north bay. highs only in the 50s throughout the bay area, so you'll probably have some sort of jacket right through the afternoon. all right. i want to fast forward things into next week and get you ready for what could be a significant storm for california. by the time we get to tuesday, a storm system is going to be gathering some strength in the pacific. and then this would start to move into california. we think by about next thursday. the issue we're going to get into is it looks like a stationary front that's going to stall out. right now, the trend is more of central an southern california getting the heaviest rain. where that front stalls out, there's a slight possibility it might develop closer to the bay area, but right now everything is leaning towards southern california, with the brunt of this storm system. by next thursday and friday, we could be looking at totals of 2 to 4in down in los angeles, we'd be at about a half to 1.5in. still a lot. we need to learn about that storm, but

upper 50s near san jose, mid 50s out towards the interior portions of the east bay, and about 58 around san franciscound the bay area now, but starting to see some rain approaching the north bay there up towards sonoma county. and it will be this area, northwestern sonoma county. if you look at the color coding here, that could get about a quarter inch or more. but one of change that has happened here for areas south of san francisco, less starting to show up there. and you can see why here in the futurecast the rain kind of falls apart as it marches south. 7 a.m. tomorrow till about early afternoon. a few hit and miss showers and then skies should start to clear. actually close to this time tomorrow night from north to south as the forecast trendns drier for monday and tuesday. showers staying up to the north coast there by mendocino county ahead of the wednesday storm system. a little more moisture to work with. more sierra snow on the way. so look at the estimates of that wednesday storm. now, one big change here is that the entire bay area should get something out of that, and maybe up to a third

you can also see san jose state, cal state, east bay, and san francisco state among the top six overall. the highest earners for the csu grads tended to be in nursing for the uc system. those degrees were for computer science, business and engineering. we are learning the identity of a man shot and killed by police in richmond. officers say he was wanted on domestic violence charges. the contra costa county coroner's office says he was 51 year old jose menendez rios. the shooting happened a little before 9 p.m. on february 4th near carlson boulevard, north of cutting. officers say mendez rios refused to cooperate, and for some reason, the conflict escalated. police say he charged at officers with an object thought to be a knife. it was later determined to be a sheath, which is a protective covering for a knife. the naacp is now calling for a mural to be removed from a palo alto courthouse. they say that mural is racist and offensive. the story was first reported by the san jose spotlight. nbc ian cull explains why the court itself also wants it taken down, and the obstacles to getting t

san francisco. henry. thank you. one man was arrested after he crashed a car into a police vehicle on the bay bridge during a high speed chase. san francisco police received an initial report around 1050 this morning about a wanted vehicle heading into san francisco from the east bay. this is video capturing the morning pursuit here. and what happened after officers did catch up with the vehicle. south of market. but the driver sped off, eventually getting back onto the bridge. and that's when it collided into a police car and the man was taken into custody. no injuries reported. another man was taken into custody, also accused of running from law enforcement. the chp says 45 year old christopher andalus took off from vallejo police last night, leading officers on a chase on interstate 80. chp followed along and watched as in dallas ran into the san pablo lytton casino. he was eventually arrested. he now faces several charges. >> for the second time, the vince lombardi trophy is headed to philadelphia. eagles fly and super bowl 59. >> and just like that, there is a new team atop the nfl mountaintop the philadelphia eag

also coming in with 35 in the north bay, san francisco 43 and the east bay 39.nd then daytime highs for tomorrow. we're going to be staying in the 50s all throughout the bay area, so you still might need that light jacket, but with that sun out, it's going to feel spectacular. i want to go ahead and fast forward things into next week and that chance of rain, because it's looking more and more like we could get a significant storm system moving into california. so next tuesday we get this developing in the pacific and looks like it would be hitting california by the time we hit next wednesday. this would have an atmospheric river connection. and right now the trend really has this hitting southern california with some of the heaviest rainfall. we're still going to get in on this, but as you're going to see the way things are trending, southern california valleys would be in the bull's eye. we might be looking at about four inches in los angeles. those numbers could be running a little bit on the high side, but you get the big picture here. the bay area, anywhere

bay area. the san francisco zoo is mourning the loss of a beloved gorilla known as oscar jonesy.tically endangered western lowland gorilla died at age 43 following a medical procedure. zoo officials say oscar's procedure yesterday originally went well. they're still waiting for a definitive cause of death. oscar was the third oldest male of his species living in the u.s. zoo. he became head of the sf zoo's critically endangered troupe in 2004. >>> the c&h sugar company is changing some of its processes after being accused of contaminating waters connected to the san francisco bay. the u.s. environmental protection agency says c&h violated the clean water act. according to the epa, c&h dumps raw sugar into the carquinez strait in crockett where its ships dock, among other violations. the agency says it's happened at least three times and sugary water can endanger aquatic life in the bay. c&h has modified its sugar offloading system and other sugar management practices. >>> the boy scouts of america will celebrate its 115th birthday tomorrow. the event will also include a major tra

san francisco city attorney david chu told nbc bay area that more than 3 billion federal dollars are n the line for san francisco. it's illegal on many levels. what donald trump has been trying to do since his first term is to coerce cities to carry out federal immigration enforcement that violates the constitution. san francisco and santa clara county sued the trump administration in 2017 and won in a similar case, protecting sanctuary cities and immigrant rights, with ice detention facilities currently at 109% capacity. immigrant communities in california are on edge. equality california supports undocumented immigrants in the lgbtq plus community. we have daca recipients. we have dreamers. we have people who are on tps. we have people who are here in asylum. so all these things are under attack and we don't know what could be next. earlier this week, the u.s. attorney general sued chicago, another sanctuary city and the state of illinois, for interfering with efforts to arrest and deport undocumented immigrants. penalizing sanctuary cities would hurt not just criminals, but the ent

san francisco. sergio quintana, nbc, bay area news. san francisco mayor daniel lurie spent much of his day at the capitol in sacramento. he met with state leaders about san francisco's future. the focus, he says, is making the city safer, cleaner and more prosperous. lurie is also seeking stopgap funding to keep muni, bart and caltrain running. to support the city's economic recovery, the mayor says he is pushing for more state support. san jose is facing a potential $60 million shortfall next year in its budget, amid lagging sales tax revenue and increased costs. mayor matt mahan says there are a number of avenues the city could choose to save money without letting people go. that includes deferring planning work, delaying the opening of the new police training center, and reducing the number of vacant positions. budget talks kick off tomorrow. all right. is it a new solution for homelessness or a new punishment for people trying to help the unsheltered? that's the debate in a new proposal in fremont, which is triggering tonight. the c
