sfm t's joint development program manager chairman guard vice-chair chen, supervisor mahmud and walnut. so great to be here as supervisor melgar stated the mta board of directors unanimously adopted our first ever joint development program goals and policy. so today i'm going to provide you an overview of what joint development is kind of a wacky term. the context for it and the goals and policy and the purpose of our goals and policy is to define the desired results of our program over time. and the approaches for how we will achieve those results. it's really foundational and it provides transport and see to stakeholders of knowing how, where and when to engage with the program. >> so first what is it joint development is a way to help ourselves through diversifying our funding sources without burdening taxpayers. it's another tool in our toolbox where developers use our land for uses such as housing and commercial development. the developer typically owns and finances the improvements for those uses and then provides lease or rent payments for the land to the mta joint development p

sfm today has spent the last five years tightening its belt . the agency runs somewhere between 80 and 90% of pre-pandemic service. and while muni has already cut a number of routes, they have also drastically increased on time consistency service with new transit only lanes headway management and a muni metro that rarely has delays public opinion is at an all time high yet many routes are now bursting at the seams with riders and our economic headwinds present a monumental financial challenge starting in fiscal year 27. >> this is a challenge we can meet if we try. most immediately the board could transfer 15 million from the general reserve to sfm to to alleviate the need for summer cuts. that's the same fund that was used today for free parking for a month and for free transit for the 15th and the 16th. >> the 4% cuts planned for this summer would likely remove additional routes one that i use the 36 teresita would be cut back to one bus every 45 minutes. >> this is a level of service that will ensure lower ridership and doom the lines to bei

direct oversight of the transit center asset management through internal staff as well as an mou with sfm to to select for select as needed services. this resulted in a reduction of $580,000 in expenditure. in addition with the closure of fiscal year 24 and finalizing financial statements, we revise the budget projection to reflect more accurate and data driven estimates to provide transit operators with a precise forecast for their expected contribution. however, i need i need to note that the use and lease agreement with sfm ta must be renewed and is currently under review by the city attorney's office to be submitted to the board of supervisors for approval. this is expected to be completed by april 2020 five. >> the operating revenue projection includes reimbursement of approximately $13 million from bridge total funds and $1.6 million from community benefit district assessments. >> the projection also includes $13.7 million in operating revenue from the transit center of which $5.4 million is from use and lease payments by transit operators. >> total expenditure includes $26.3 millio

the service will be modeled on sfm ta's bayview shuttle service which launched this past november and has proven very popular. the second project is a free on island shuttle serving treasure island and yerba buena island. this service can take riders to destinations around the islands including the ferry terminal. the new parks on your boat bueno and the sailing center that are a little more difficult to access. >> the third is the enhanced muni service on the t5 line which serves treasure island and the procurement of an additional battery electric bus for use on a 25 line. that project will be delivered by s.f. mta. the program includes the construction of electric charging infrastructure at the treasure island ferry terminal. this facilitates the transition from the diesel service that is currently operating on an interim basis to fully electric and this project will be delivered by rita will expand the bay wheels bike share system to treasure island and our project also includes memberships for residents and workers on the island during this period. and finally one treasure island

he and hundreds of sfm t employees were out making sure that the weekend was a success. san francisco hosted two large events february 13th to 16th was the nba all-star game and on february. on that saturday was the chinese new year festival and parade. the eyes of the world were on us and the city was on millions of screens across the globe. the press conference leading up to the event emphasized that muni was the way to get around and i am so proud that we delivered on that call. >> we had a number of transit reroutes and street closures which we do every year for the parade but we had some additional security measures considering the high volume at the chase center. there were also events at the oakland arena and various hotels that we needed to make sure were all coordinated. the city very much approached this event as if we needed to be ready for all things including activating all of the operation centers. and so that was also a good test of all of our inter-agency communications and readiness and we provided a lot of supplemental service to make sure we could hand

policy to set a city wide policy on the joint development of transit and housing projects, address the sfm t is budget deficit and advance san francisco's housing inequity goals. >> thank you very much, mr. clerk. i just want to acknowledge that we have just been joined by our colleague from district ten supervisor sherman walton. thank you for joining us today. supervisor walton and colleagues, i introduced this resolution and i will have outweighed at white graf from the effort to come up and give a presentation about what the mta passed. but first i wanted to explain what this is and why i thought we should weigh in on this issue. the mta, as we all know as has been widely publicized in the press is in trouble right now. >> we are facing a deficit for the next couple of years that's significant and may lead to service reductions and then we're facing a structural deficit after that that is significant and we must do something different to address that crack from getting wider. i am really grateful that the mta board has taken this on in a serious way and that staff has been working thro

market and this presents an opportunity for sfm to take establish a partnership with with another manufacturer. and one of the reasons why we want to partner with solaris is because they're also a leading manufacturer of trolley busses in europe and we think that when they open up their plant in us so will benefit from that as well so that we'll have another supplier available for trolleybus around. >> so here's the three procurements there are coming the first one the 40 foot and three 60 foot better electric busses that's what we here today for an end of quarter one or early quarter two we will bring the five 40 foot busses from gillick as well as three 40s and three 60s from solaris and so you may be wondering why are we buying only 18 battery electric busses and the reason being is that we received a grant from fda to install charging infrastructure for 18 battery electric busses in 2023 so we're in process of deploying that charging infrastructure. therefore we only have charging infrastructure for 18 battery electric busses and then i'm going to turn it over to my colleague here to talk

i'm the sfm t project manager and of course it's a great opportunity to work with our folks at public works. they're doing a great job and we're really excited. we've been working with the community for almost ten years. this planning process started out with the central soma plan and also the let's see if i get this acronym right the eastern neighborhoods transport nation implementation study that's ian trips back in the mid 20 tens and so we've been working hand in hand with the community from 2016 to our legislation and with m tap with our mta board of directors in 2019 and now everyone's just excited to well for construction to be done to reach significant completion but we've been working hand in hand with them with our working groups making sure all that all the merchants are you know have the resources that they need in case of you know, some construction activity that might take out some parking that might have some dust somewhere. so yeah, like as folks mentioned earlier, we do have our website open. we have been having regular meetings with our merchant groups and we regular
