times white house correspondent tyler pager and former federal prosecutor and msnbc legal analyst paul butlerat georgetown law. paul, can you just explain to me what this ruling means? >> so this. >> is about money for services that are already been. >> provided by. >> usaid. and the supreme court essentially says that the united states government has to pay its bills. the trial judge had ordered the same thing three weeks ago, but the trump administration came up with all kinds of excuses about how it couldn't comply. it said that one judge shouldn't have all this power over foreign policy, and it needed time to process the judge's orders. and, katy, the court seemed to think that the judge's order that aid pay its bills in 36 hours, that might not be realistic. so it essentially wants the judge to work out some kind of payment plan. basically, given the opportunity, the agency more time, but it does have to pay up. >> is this a broader ruling about the power of the purse? can you apply this to other congressional spending that is so far not being spent by donald trump? >> not yet. so the br

paul. you talked about butler and maybe the information on that can be released.t as much on ryan routh. but will they start releasing significant information or is this one of those years long thing? >> not with donald trump as president. he and his entire administration have really leaned into transparency and so i do think we are going to get whatever they have relative to butler. i'm someone who is cut away a bit from the idea that butler was a vast conspiracy. it is possible someone catfish tim online. a lonely young male and et cetera, may be cajoled him into it and they might feel to get that. it will come down if into they got into the phone and what they got out of the phone. that seems to be the metric here. but i do think we will get some answers that we don't have currently and it's because donald trump has said i want the answers and he seems inclined to put them out. >> trace: i agree that maybe there is not a wide conspiracy theory when you talk about butler but you and i have talked about this as well. there are a lot of things that this kid was ab

butler? might find out sooner than you think. >>> and about last >>> paul, it is a friday. part and even better part, we have some rain coming in march. >> right. we'll get into a more active pattern with a progression of several rainmakers over the next couple weeks. we'll look at some really long range data here on the floor map. this animation takes us through the first half of march. it shows the storm system moving in tomorrow night into sunday, another one following that up tuesday night into wednesday next week. neither of those will bring substantial rain to the bay area, but at this point in the season we'll take a 0.1-inch to a quarter inch every time we can with more rain chances following that up. eventually some of these are likely to be a bit more substantial than the ones over the next seven days, just a progressive weather pattern with system after system headed our way through at least the first half of march. the farther down the line we look, the more tenuous that long range data tends to be. let's look where things stand now. it is a beautiful evening, t
