i'm the director of workforce and economic program services here at the puc. and today i have the privilege of presenting with the chief people officer wendy massey. but before she presents i want i'm here to talk a little bit about some of the worker and small business outcomes that have been achieved on other projects and the ways in which these things are accomplished. before i dive into data which will be on the slides, i want to briefly contextualize that data and the work that the agency does in the contractors do to achieve it. >> first let me say that the work of the group that i manage is focused on workers. so small individuals jobs, right? which is the workforce in that title and then economic which is means small businesses or contractors and contracts, right? those are the sort of like two pieces of the title or the name of our group. and so that's really where we focus, right? we focus on the on workers that can be on our construction projects or professional services contracts and on and on small businesses that can be on those projects as well.

financial health of the mta at the mta as an enterprise department just like the port the airport in the puc and all of those agencies generate income from their land through rents. they've done commercial development. they rent out their land to the airlines to, you know, other entities and generate significant income for those agencies and for the city. but the mta doesn't have that roadmap. we've never had, you know, like a development plan or a set of principles for that development and i'm glad we're starting that discussion but i wanted to put in writing that this you need to be so my resolution in i've worked with at supervisor shen thank you so much for your collaboration in coming up with some language that acknowledges that that there are other priorities and that we should as you know look at what we are getting, what we're giving up with those priorities that being affordable housing community benefits, you know all of those things but that the goal should be the financial health of the mta that we want to keep a system that is accessible, affordable, all connected and equitable

so when the facility is done it can be maintained by the puc. we detailed these changes on page 12 of our report. this contract is funded by water revenues and water revenue bonds so it does not have an impact on the general fund. i think the i believe these costs are reasonable and we recommend approval of item 12. >> thank you. i can. i think this is a general like as i don't know if this is a specific question for the specific contract but just general partner's how we understand in general right now i'm trying to figure out you know i think as opposed he has come to us for a contract amendment often enough at times is because we understand that you know you have the initial contract we try to learn about the scope of work that initial contract once we understood it to actually identify a scope to work and once that is done now we come back and and realize this contractor is good and will continue to be a consultant continue on with the construction and now we have the actual scope to work so we now amending the contract term . >> help me und

. >> we also would like to mention the california courts have recently upheld the california puc permit the expansion of waymo passenger services in san francisco previously san francisco had filed a lawsuit to argue that the cpsc had not been considering necessary public safety information and developments when granting the waymo and cruise driverless deployment permits for unrestricted commercial passenger services in san francisco. in particularly we advocated for a more thorough and transparent review of public safety related emergency response events before awarding the permits. the city further argued for safety guardrails and increased reporting to the public. however, the court sided with the cpc ruling that they were reasonable and in compliance with existing regulations. so we continue to work with both the cpc and california dmv on regulatory approaches to addressing those concerns. >> next i just wanted to also appreciate in addition to the $25 million that chair mentioned for the conditional arm three award for the multimodal bay skyway project that our staffs did submit a

city departments for legal and auto repair and power power being essentially the power provided by puc. those all came in higher than expected. >> so i had $50 million more expenditure than i had projected at the nine month during 2324 and the not and wear and the nine month was what i used to build a 2520 six budget. >> so at the nine month i anticipate that i would have a certain i would have $40 million available to spend in 2526 of federal relief but i had to use $30 million of that to unexpectedly close 2324. but by that time you all had already passed the budget. so i sort of knew that 2526 was going to be tough unless i was able to generate more revenue than anticipated this year or spend less than anticipated this year build up the fund balance as you see from the first part of the presentation and the fund balance is not being built up and in fact we are expected to just barely balance. and so i now know that there's $30 million worth of federal and relief that i had anticipated getting in spending in 2526 that has already been spent. so in some 2520 six is has a $50 million n
