>> thank you, senator. about other jurisdictions and the u.s. we can take away. it's important to bear in mind u.s. a a bifurcated structure. so right off the bat one of the things it needs to be done is have a clear policy around how market participants can determine empi engaged in a curious transaction might not? that's immense consternation for everyone in the space where that be centralized exchanges, dealers, issuers and others. as a priority member, would provide a clear bright line test, is the asset when that's been issued by someone who is a legal issuer? or that not the case the transaction which those assets are sold may attract a securities treatment but secondary trading between bob and alice are not security transactions. once you put a line in the sand the market can respond by creating appropriate frameworks for each of these two categories. those that are properly required disclosures of issuers those are more commodities and treated in a similar way to bitcoin. >> i really worried i got a

senate democrats will never stop fighting for freedom and democracy. i mean ukraine needs this deal. macron, france, britain, nobody can help except for the president of the united states and right now they are at all it's. >> that is the very fervent reality. president trump was very clear he campaigned on in america first policy. he wanted our foreign policy to benefit americans and i think that's the new thing that we haven't seen. of course the context of this is that americans have felt frustrated that we continue to be involved in these foreign wars, funnel hundreds of billions of dollars to a country like ukraine and that the same time we are neglecting our own citizens so often. president trump wanted to deliver what he saw as a win for americans, where we broker peace. at the same time cut a deal that benefits us. that was of course the understanding. that's part of the reason why treasury secretary went to discuss this with zelenskyy and zelenskyy got on a plane. everyone had the expectation that there would be a deal and then as soon as the

republican state senator, democrat councilwoman, recently elected state representative. crossing party lines. really shaping, changing the leanings on key portions of the electorate. and so i think this will have a really powerful aggregating trickle up effect where if you see the and city politicians increasingly beholden to these actors, increasingly aligned with beijing's interest, echoing some of these policy positions, that will change the discourse of a populous and influential state. i will end with the point, this is not just about a national security threat. this is also a threat to civil liberties, to political representation, central to multicultural democracies. the ccp is able to claim to represent chinese american communities, disproportionately elevating its voice. that will repress alternative viewpoints in a diverse chinese american community and distort the nature of political representation. miles: we need to move to q&a but let me ask you one question. you were reaching the point of saying that the chinese government could repress certain attitudes, c

senators met with zelensky and they told him this is going to be a three step process. you're going to sign the mineral deal today. you're going to be appreciative of the mineral deal that will ensure u.s. presence in your country. that will help you. the president will advocate for european troops that will be there for security reasons. that was discussed this morning as well. the second phase of this would hopefully be a cease fire, and maybe that could have possibly, maybe happened today. and then after that, a negotiated settlement, which would have been the hardest part. so it's not like he went in there today not knowing what the agenda was. >> and i asked him specifically that because i had the same intel that that not only did the senators say that, including senator graham, but also the white house and in their interactions with the ukrainians, have been saying it for days and weeks, saying that this is a step in the process. you do the minerals deal first, and then we talk about the negotiation going forward, what the security guarantee looks like. and that's
