elon musk returning to capitol hill today to attend a closed door lunch with senate republicans. talk directly with house republicans after some asked for more clarity over his sweeping d.o.j. cuts. nbc's julie sirkin joins us from the hill. what questions are there out there that these members of congress want answered for musk today? >> well, musk's first stop on the hill is actually a meeting with senate republicans during their lunch. he still hasn't come out of that room. by the way, i was just over there as senate republicans started streaming out of there. what we've heard is that there was talk of a rescissions package essentially codifying the doge cuts into law process that senate republicans are now eyeing to do through 51 vote threshold, not that 60 vote threshold. that, of course, is needed, typically requiring democratic votes. also, elon musk apparently handed out his personal cell phone number to senators who were pressing him on the cuts on the layoffs. of course, we've all seen those town halls that house members have been experiencing. and senators, by the way,

and the senate republicans.all have exactly the same idea and mission, and that is to deliver the america first agenda. the one big, beautiful bill is the vehicle to do that. and as leader thune has said, and senator lindsey graham, senator ted cruz and others who were initially in favor of a different strategy of a two bill strategy, they acknowledge the importance of the house leading on this, i think, and i, i believe we're ultimately going to combine forces and get the one big, beautiful bill done. i think the effort is to get it done. the idea is to get it done by the end of april and get it to the president's desk for signature, because that will provide much needed relief to the american people. economic relief, stability for business owners and people who have to make decisions going forward. and in that same bill, dana will do all sorts of things. make sure the border is secure. we will get american energy dominance going again. we will reduce red tape and cut down the bureaucracy in this country that t

senate. and i guess it's worth noting that there is a republican majority in the senate and actually a slighty in the house. that's something democrats keep pointing to as these negotiations go forward and say, hey, if anything goes wrong here and there is a shutdown, they want that blame on republicans who are, in theory, though a small majority in the house, the majority. your thoughts on what a democrats are trying to do there. >> well, we're watching literally democrats implode if on the -- any possible shutdown they always a blame on us even though they are largely the reason our country, our economy and our spending is in such shambles. they are literally falling apart, having meltdowns in public, many congress over the idea that someone as brilliant and smart as elon musk would help donald trump find waste, fraud and abuse the to the tune of -- he's looking at finding almost $4 billion a day that we can trim9 from the federal government, from all this spending, the blank checks that the federal government is writing to leftist, loony tune ngos, the funding of terrorism that u.s. taxpay

how house and senate republicans respond to donald trump's messaging on that? that will be one key thing to watch later tonight, jake. >> do democrats have any sort of unanimity or cohesive strategy in terms of their messaging or even in terms of their physical presence at the speech tonight? >> short answer is no, jake. in fact, democrats have been divided for really much of this year, post-election on their tactics and strategy. and that's really playing out here as well. there are a number of democrats, progressive members, people like alexandria ocasio-cortez, maxine waters, who planned to boycott this speech. cortez ocasio cortez told me she does not want to legitimize donald trump. that was her words. but others say that they want to do want to attend and make their own political points, either by silent protests or other types of protests. one of the things that we expect to see is a number of these fired federal workers to be guests of their of these democratic members trying to bring that in, to point out the human impact of some of these. elon musk in
